Job Description

Reporting to the Executive Director, the Chief of Staff will play a key role in translating high-level strategic direction into actionable results across UN-Habitat’s divisions and field offices. The incumbent will identify and advise on emerging human settlement policy issues, draft policy briefs, oversee programme coordination, and ensure alignment of organizational outputs with UN-Habitat’s vision. The Chief of Staff will also coordinate reform processes in results-based management, resource planning, and organizational change. Additionally, the role involves building alliances with UN agencies, governments, NGOs, and other partners; supporting resource mobilization efforts; overseeing monitoring and evaluation; ensuring legal compliance; and managing staff within the Executive Director’s Office. The Chief of Staff will be a member of the UN-Habitat Senior Leadership Team.

How to Apply

  • Support the Executive Director in overall management and strategic leadership.

  • Identify and analyze emerging human settlement and urban development policy issues.

  • Draft policy briefs, speeches, and strategic papers for the Executive Director and leadership team.

  • Ensure strategic alignment of programmes, divisions, and field activities with organizational priorities.

  • Lead and coordinate reform processes in programme coordination, results-based management, and organizational change.

  • Provide strategic policy advice on programme design, implementation, and evaluation.

  • Oversee planning, reporting, and compliance with UN policies and procedures.

  • Build and maintain high-level partnerships with UN agencies, governments, municipalities, NGOs, academia, and the private sector.

  • Support fundraising and resource mobilization initiatives.

  • Coordinate reports to intergovernmental bodies on programme and budget performance.

  • Oversee monitoring, evaluation, knowledge management, and legal functions.

  • Formulate and manage the work programme of the Executive Director’s Office.

  • Recruit, manage, and mentor staff with attention to gender balance and geographic representation.

  • Ensure all outputs meet UN quality standards and mandates.

  • Promote data-driven decision-making and reporting through collection and analysis of key organizational data.

  • Advanced university degree (Master’s or equivalent) in Business Administration, Public Administration, Management, Urban Development, Finance, Economics, Law, Social Sciences, or related field (Bachelor’s with 2 additional years of experience may be considered).

  • At least 15 years of progressively responsible professional experience in complex development operations, including 5 years in senior leadership.

  • International-level experience in urban development and human settlements programme management.

  • Proven experience managing complex reporting requirements and presenting to donors or high-level representatives.

  • Strong track record in partnership management and resource mobilization.

  • Experience in an international organization or within the UN system is desirable.

  • Knowledge of data analytics and application to planning and reporting is an asset.

  • Competencies: Professionalism, Accountability, Client Orientation, Leadership, Vision.

  • Languages: Fluency in English required; knowledge of another UN language desirable.
