ROLE PURPOSE:

SCI believes that effective Cash Programming and Social Protection leads to better impact and voice for children. The role holder will play a key role in building the capacity of technical and operational colleagues and contribute directly to the effective implementation and management of cash programming that leads to improved choice and dignity amongst those individuals and families with whom SC works. This role is responsible and accountable for ensuring that SC Uganda’s Cash and Social Protection programming in operation is technically sound, delivered on time and that its impact is documented, measured and learnt from. The role holder will support both the programmatic design and the implementation of cash interventions at all stages of the programme cycle: assessments, design, operational feasibility and risk management, monitoring and evaluation and learning

Duties, Roles and Responsibilities

Technical Support Training, Capacity Development:

  • Provide support to the technical and operational implementation of Cash and Social Protection programming working closely with technical and thematic leads as well as project manager, applying the highest quality standards and policies set by Save the Children and global and national working groups and the government.

  • Provide leadership and direct support the planning and implementation of all operational aspects of cash programming, including identifying financial service providers and cash delivery mechanisms, supporting the parallel procurement and supply chain and finance processes, security, and compliance.

  • Contributing regularly to identify, monitor, mitigate and manage program risks, working closely with implementation colleagues and senior leadership.

  • Support project teams, supply chain and finance colleagues to ensure that any relevant external and internal (i.e. Cash Transfer Authorization) approvals are requested and received in time according to activity workplans.

  • Work with Operations and Safety and Security colleagues to develop and implement effective safety and security procedures for specific cash transfer programming activities, ensuring that these are updated and revised at regular intervals particularly ensuring strong guidance and security protocols that prevent any risks or harm to cash recipients.

  • Coordinate, lead and/or support market price monitoring and assessments to inform cash transfer value, including ensuring strong coordination and information sharing amongst all cash partners.

  • Lead the development of a socio-economic vulnerability criteria to inform identification of cash recipients and beneficiaries in a timely, collaborative and transparent manner; this will include working closely with local and national government officials as well as UN agencies and other cash partners.

  • Monitoring, Evaluation, Accountability and Learning (MEAL) and Assessments:

  • Lead on the development and updating of tools and templates to support the management, implementation, and MEAL of Cash and Social Protection programming in line with donor contractual requirements, Save the Children’s Quality Framework and global and national standards.

  • Work closely with MEAL and other thematic colleagues to document lessons learned from cash and social protection programmes and activities, using both quantitative and qualitative data and ensuring robust and well-executed Pre and Post Monitoring activities, including KAPs and KIIs.

  • Work closely with MEAL colleagues, ensure that accountability systems are in place before, during and after cash distributions and that feedback received is analysed and used to inform programme improvement and to provide closed-loop feedback to project participants.

  • Identify, document and proactively share learnings from the implementation of the operational aspects of Cash & Social Protection programming with national, regional and SCI Centre teams as needed.

  • Produce reports on the status of the cash for Save the Children management and donors, as well as for Cash and Social Protection sector working groups.

  • Child Safeguarding:

  • Comply with and promote SCI’s Global policies such as Child Safeguarding, Whistle blowing, Fraud, Health and Safety and other relevant policies.

  • Working closely with SC Uganda’s Child Safeguarding Manager and key stakeholders and support developing and ensuring compliance with guidance on cash for child headed households.

Qualifications, Education and Competencies

To be a strong supporter and advocate for children in this role you will need to have:

Essential

  • Significant and relevant experience in managing and implementing cash transfer programmes for a broad range of institutional donors and sectors (beyond Food Security & Livelihoods)

  • Previous emergency response experience,

  • Management experience of operational aspects of cash and voucher interventions.

  • Demonstrable understanding of M&E and beneficiary accountability

  • Education: Bachelor’s degree in relevant field

  • Experience working in insecure environments and adapting internal processes to mitigate security risks

  • Good attention to detail

  • Cultural awareness and ability to build relationships quickly with a wide variety of people

  • Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure

  • Excellent planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities

  • Strong communication (written and spoken) skills in English

  • Good interpersonal skills with experience in managing multicultural teams
