Job Title: CARFEWW Project Accountant

Job Summary:
The Project Accountant is responsible for ensuring effective financial management of the CARFEWW project. The role oversees budgeting, accounting, financial reporting, and grant compliance in line with donor requirements, Government of Uganda regulations, and WaterAid policies. Working closely with partners, stakeholders, and the WaterAid Uganda Finance team, the Project Accountant ensures funds are well managed, financial controls are maintained, and timely, accurate reports are produced to support project delivery and accountability
Duties, Roles and Responsibilities
Coordinate the development of the initial project budget and subsequent revisions, securing approvals from budget holders and addressing donor queries.
Prepare the annual project budget, broken down into monthly planned expenditures, and support the project team with activity costing, budgeting, and preparation of annual costed work plans. Map work plans to donor budgets and assign activities to the correct budget lines.
Support mid-term and periodic budget reviews, ensuring proposed adjustments align with donor requirements and expectations.
Provide guidance and capacity support to WaterAid and executing partner staff on financial regulations, expense eligibility, visibility, and reporting requirements of both the Government of Uganda and donors.
Work with executing partners to meet monthly partner reporting and regular review of executing partner accountability to ensure compliance with WaterAid and donor controls.
Prepare and review monthly the project general ledger for completeness and accuracy, posting adjustments as required, and ensuring audit-ready documentation is properly filed and retrievable.
Qualifications, Education and Competencies
Certified Public Accountant (CPA) with a degree in a business-related field.
Minimum of five years of relevant professional experience.
Significant experience in project finance management and donor reporting within an NGO environment and working with Governments.
Demonstrated expertise in coordinating budgeting processes for complex institutional donor proposals, ensuring compliance and full cost coverage.
Proven track record in grants management, including start-up processes, donor reporting, compliance monitoring, and leading donor audits.
Experience in management reporting and providing value-added financial analysis to support decision-making.
Strong background in preparing, analysing, and synthesising complex financial data using advanced Excel or financial information systems.
Experience in developing streamlined accounting processes, supporting partnerships, and delivering finance training and coaching to partner staff.
Proficiency in financial software systems and Microsoft Office applications.
