Job Description

Job Title:  Radiation Protection Officer – Authorisation – 6 Positions

Organisation: Atomic Energy Council

Duty Station: Kampala, Uganda


Job Summary: To ensure effective regulatory control over the import, export, possession, use, storage transport and disposal of radiation sources and nuclear materials through evaluation, processing and issuance of authorisations in accordance with the Atomic Energy Act Cap. 154, regulations thereunder and IAEA Safety Standards, thereby ensuring protection of workers, the public and environment from the harmful effects of ionizing radiation.

Duties, Roles and Responsibilities

  • Evaluate notification and application documents for completeness.

  • Review and assess notification and application documents.

  • Prepare licenses, permits and certificates of registration.

  • Conduct pre-authorisation inspections, document findings and recommend approvals or corrective action.

  • Develop Regulatory Documents as may be required.

  • Update authorization databases for all authorized facilities, licensees and radiation sources.

  • Participate in the technical and radiological safety evaluation of facilities applying for authorization.

  • Participate in digitization and automation of e-licensing and authorization system.

  • Participate in emergency response activities during nuclear or radiological events.

  • Prepare technical evaluation reports and briefs.

  • Verify the competences and qualifications of radiation workers and technical staff proposed by applicants.

  • Review safety assessments and facility design drawings to ensure compliance with radiation protection principles and ALARA.

  • Participate in the development, review and updating of licensing guidelines, application forms and Standard Operating Procedures (SoPs).

  • Participate in the preparation of Regulations, Codes of Practices and guidance documents governing authorization of radiation sources and practices.

  • Provide technical advice and guidance to applicants and licensees on authorization procedure, radiation protection requirements and safety obligations.

  • Monitor implementation of conditions attached to authorization to ensure continuous compliance.

  • Recommend appropriate actions for non-compliant licensees, including suspension or revocation or cancellation of licenses.

  • Maintain detailed records of compliance history for all authorized facilities.

  • Identify gaps and recommend improvements in authorization systems, procedures and documentation.

  • Maintain and regularly update the national register of radiation sources and authorized facilities.

  • Generate statistical and analytical reports for management.

  • Participate in the digitization and integration of authorization records within the Regulatory Information Management System.

  • Participate in drafting position papers, policy briefs and technical reports for management.

  • Participate in internal audits, peer review and management reviews to strengthen the regulatory authorization function.

  • Participate in training programs, workshops and capacity building programs on authorization.

  • Participate in the preparation of quarterly and annual performance reports of the Regulatory Affairs Department.

  • Carry out Research.

  • Perform any other duties as may be assigned from time to time.

Qualifications, Education and Competencies

  • At least a Second Class Bachelor’s degree in either Physics, or Radiation protection or Nuclear safety or Nuclear science and technology from a recognized and reputable University.

  • A Masters’ degree or Post Graduate qualification in either Physics or Radiation protection or Nuclear safety or Nuclear science and technology is an added advantage.

  • Experience in Nuclear science and technology is an added advantage

Key Competencies and Skills

  • Strong knowledge of radiation source categorization and authorization processes

  • Proficiency in use and calibration of radiation detection equipment

  • Computer literacy and familiarity with regulatory data systems e.g RAIS+

  • Excellent interpersonal and stakeholder engagement skills

  • Proficiency in safety assessments, risk evaluation and radiation control techniques

  • Report writing, presentation and communications skills

  • Knowledge of strategic management

  • Ability to make decisions

  • Demonstration of personal drive

  • Strong conceptual and analytical skills

  • Ability to work independently under minimal supervision

  • Sound knowledge of the Atomic Energy Act Cap. 154, Regulations thereunder and IAEA Safety Standards

  • Age: 21-30 years
