Job Description

Position Title: Part-Time Financial Management Associates (2 Positions)

Background

Impact and Innovations Development Centre (IIDC) is a regional not-for-profit Technical Assistance (TA) and learning partner organization. IIDC collaborates with public and private development actors to foster impactful and innovative programming. Our mission is to build capacity and facilitate learning that enhances the effectiveness of development efforts in Africa, leading to sustainable and equitable outcomes for all.

Currently, IIDC leads a consortium of 10 implementing partners to scale up the REAL Fathers project, now active in 58 districts across Uganda. As the lead agency, IIDC manages grant funds and coordinates capacity-building efforts to ensure effective and efficient project implementation.

To support its critical role in financial oversight, IIDC is seeking to recruit two (2) Part-Time Financial Management Associates. These positions will ensure that partner expenditures are accurate, compliant with financial regulations, and deliver value for money.

Job Purpose

The Financial Management Associates will play a vital role in ensuring financial integrity and accountability across partner organizations. Through detailed reviews, compliance checks, and financial analysis, they will contribute to accurate reporting, effective expenditure management, and enhanced accountability. These roles will work in close collaboration with IIDC’s Technical Advisor on Financial Management.

Duties, Roles and Responsibilities

Review and Verification

  • Conduct detailed reviews of all partner expenditure documents (e.g., invoices, purchase orders, payment vouchers) to ensure accuracy and completeness.

  • Confirm that expenditures are properly authorized and comply with each partner’s internal financial policies.

  • Ensure correct coding and classification of expenditures in line with project agreements.

  • Verify that payments are compliant with project requirements and free of duplicate or erroneous transactions.


Compliance Monitoring

  • Ensure that expenditures align with project agreements, donor requirements, and relevant financial regulations and procedures.

  • Identify and report any issues of non-compliance, including statutory obligations such as PAYE, NSSF, and withholding tax.

  • Verify the use of authorized vendors in accordance with procurement guidelines.


Financial Analysis and Reporting

  • Review activity budgets and analyze actual expenditures to detect variances or budget overruns.

  • Prepare regular expenditure review reports highlighting key issues, trends, and recommendations.

  • Support partners in strengthening their expenditure management systems where needed.


Collaboration and Capacity Building

  • Collaborate closely with the Technical Advisor for Financial Management to ensure accurate expenditure tracking and timely fund transfers.

  • Provide technical guidance and support to partner staff on financial procedures and policies.

  • Contribute to building the financial management capacity of partners through mentoring or targeted training sessions.

Qualifications, Education and Competencies

  • A Bachelor’s degree in Finance, Accounting, Business Administration, Economics, Financial Management, or a related field from a recognized institution.

  • Professional certification: At least Part III of ACCA or CPA is required.

  • Minimum of 7 years’ experience in financial management within NGOs at a middle or senior level. Experience in an audit firm will be an added advantage.
