Job Description
Job Title: Radiation Protection Officer – Inspection and Enforcement – 10 Positions
Organisation: Atomic Energy Council
Duty Station: Kampala, Uganda
Job Summary: To plan, coordinate, conduct regulatory inspections and enforcement activities to ensure that practices and facilities using ionizing radiation comply with the Atomic Energy Act Cap. 154 regulations thereunder, license conditions and IAEA Safety standards, thereby protecting workers, the public and the environment from harmful effects of ionizing radiation.
Duties, Roles and Responsibilities
Conduct regulatory inspections and enforcements.
Update inspection databases.
Develop regulatory documents as may be required.
Identify potential radiation hazards and recommend appropriate practical safety measures to ensure radiation exposures remain ALARA.
Participate in the investigation of radiation related incidents, accidents and abnormal occurrences.
Verify compliance with the Atomic Energy Act CAP.154, Regulations thereunder and conditions of authorization issued by Council.
Identify and record instances of non-compliance, unsafe practices or regulatory breaches for enforcement follow up.
Enforce compliance with the provisions of the Atomic Energy Act Cap.154 and Regulations thereunder.
Participate in nuclear and radiological emergency preparedness response activities.
Monitor and verify implementation of corrective and preventive actions by licensees within stipulated time frames.
Participate in the preparation of the annual inspection plan using graded approach
Participate in the digitization of inspection records within the Regulatory Information Management System.
Collect and analyse radiological data to assess consequences of radiological events.
Participate in the preparation of quarterly and annual performance reports of the Regulatory Affairs Department.
Participate in training programs, workshops and refresher courses to enhance knowledge and skills in Inspection and Enforcement.
Participate in Internal Audits, self assessment, peer reviews and management reviews to evaluate regulatory performance and effectiveness.
Participate in the technical and radiological survey evaluations.
Prepare technical evaluation reports and briefs.
Participate in the development, review and updating of inspection and enforcement forms and Standard Operating Procedures (SoPs).
Participate in the preparation of Regulations, Codes of Practices and guidance documents governing inspection and enforcement activities.
Document findings in detailed technical reports and propose recommendations to ensure compliance.
Generate statistical and analytical reports for management.
Participate in drafting position papers, policy briefs and technical reports for management.
Participate in the development of enforcement policy and guidelines.
Carry out Research.
Perform any other duties as may be assigned from time to time.
Qualifications, Education and Competencies
At least a Second Class Bachelor’s degree in either Physics or Radiation protection or Nuclear safety or Nuclear science and technology from a recognized and reputable University.
A Masters’ degree or Post Graduate qualification in either Physics or Radiation protection or Nuclear safety or Nuclear science and technology is an added advantage.
Experience in Nuclear science and technology is an added advantage
Key Competencies and Skills
Strong knowledge of radiation source categorization and Inspection and Enforcement process
Proficiency in use and calibration of radiation detection equipment
Computer literacy and familiarity with regulatory data systems e.g RAIS+
Proficiency in safety assessments, risk evaluation and radiation control techniques
Report writing, presentation and communications skills
Knowledge of strategic management
Ability to make decisions
Demonstration of personal drive
Strong conceptual and analytical skills
Ability to work independently under minimal supervision
Excellent interpersonal and stakeholder engagement skills
Sound knowledge of the Atomic Energy Act Cap. 154, Regulations thereunder and IAEA Safety Standards.
Age: 21-30 years
