About FORECASE Project:
With funding from the National Institute for Health Research (NIHR), URCS will partner with Malaria Consortium, Uganda Virus Research Institute (UVRI), Uganda National Meteorological Authority (UNMA), Erasmus University, and the Netherlands Red Cross – 510 to implement a 4-year Research Project “FORECAST – Forecasting Outbreak Risks from Extreme Climate with Active Surveillance Technology” that aims at improving early warning and control of mosquito-borne disease outbreaks associated by extreme weather in Uganda. The two major outputs of the study include: (a) an epidemic risk mapping system based on an impact-based forecast (IBF) platform; and (b) an improved outbreak preparedness and response plan with guidance on specific actions based on various risk scenarios produced by the IBF platform.
Job Summary: The main purpose of this position is to manage the development and implementation of Water Sanitation and Hygiene (WASH) projects under the Directorate of Health and Social Services and ensure quality of both the WASH hardware and software components by providing technical support/advise to staff. S/he will work closely with any engaged URCS contractor and oversee field works to ensure the WASH infrastructures that are installed meet the required standards and are completed within agreed timelines. In addition, s/he will be responsible for mobilizing resources to sustain and expand URCS WASH interventions through proposal development and other initiatives.
The WASH Manager will directly supervise WASH Officers who are usually based in the field in various locations and hence frequent field visits will be required.
Program Development & Implementation:
Design and implement WASH programs and interventions, including the construction of water supply systems, sanitation facilities, and hygiene promotion activities.
Conduct needs assessments and feasibility studies to identify WASH needs and develop appropriate responses.
Team Management:
Recruit, train, and manage WASH staff, including engineers, technicians, hygiene promoters, and community mobilizers.
Provide technical support and guidance to the team, ensuring the quality and effectiveness of WASH interventions.
Project Planning & Monitoring:
Develop detailed project plans, including timelines, budgets, and resource allocation.
Monitor and evaluate the progress and impact of WASH projects, using key performance indicators and data collection tools.
Coordination & Collaboration:
Coordinate with local authorities, NGOs, UN agencies, and other stakeholders to ensure effective implementation and avoid duplication of efforts.
Participate in inter-agency meetings and WASH cluster coordination efforts.
Capacity Building:
Organize training sessions and workshops for staff, local partners, and communities on WASH best practices, technical skills, and safety protocols.
Community Engagement & Hygiene Promotion:
Engage with communities to raise awareness about hygiene practices, such as handwashing, safe water storage, and sanitation.
Develop culturally appropriate hygiene promotion materials and campaigns.
Technical Oversight:
Ensure the technical soundness of WASH infrastructure projects, including the design, construction, and maintenance of water supply systems, latrines, and waste management facilities.

Minimum Bachelor’s Degree in Water Engineering, Water Management, Geology, Civil Engineering or any related field an approved, recognized and reputable university.
Possession of a Master’s degree in Water Engineering, Civil Engineering, Geology or any related field an approved, recognized and reputable university is an added advantage
Sound training in water resources management;
Specialized training in improved hygiene promotion approaches i.e. Participatory Hygiene and Sanitation Transformation (PHAST), Community led Total Sanitation (CLTS), Personal Hygiene and Sanitation Education (PHASE) for institutions.
Minimum of five (5) years’ relevant work experience in WASH development program with government, or reputable non-government organisation with at least
3 years of supervisory role. Experience with humanitarian organisation is desirable.

Ability to analyse complex engineering problems and devise creative and effective solutions.
Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
Excellent computer skills with high proficiency in Microsoft Excel and ability to run specific software (AutoCAD, ArchiCAD and basic GIS)
Sound understanding of the project management cycle and related tools
Knowledge of electronic data collection systems and data editing/analysis
Very good knowledge of Emergency Response Protocols and sphere standards for service delivery.
Strong written and oral communications skills including ability to write technical documents and give presentations to colleagues in and outside of URCS
Strong knowledge of information sharing tools, and the ability to implement them.
Highly Organised and able to work independently and proactively, with ability to work in team
Overall understanding of budget and finance management
Demonstrated skill in analytical and strategic thinking
Familiarity with current standards and guidelines for humanitarian emergency response.
