Uganda Technical College – Kichwamba (UTC – KI) is a Public Tertiary Institution located in Kabarole District, 14 km on the Fort portal – Bundibugyo highway. It is governed in accordance to the Universities and Other Tertiary Institutions Act (2003) as amended. It offers programs leading to the award of National and Higher Diplomas in Engineering and ICT. The institution was established in 1947, as a resettlement of World War II veterans and as an Artisan Training Centre. In 1971, it was upgraded to the level of technical institute and in 1983, it later became a technical college.

Uganda Technical College - Kichwamba is a Public Tertiary Institution of Higher learning offering National Diploma and International Technical Certificates Courses in the Engineering fields. It reports to the Ministry of Education and Sports under the Department of TVET-OM.

It offers programs leading to the award of National and Higher Diplomas in Engineering and ICT. The institution was established in 1947, as a resettlement of World War II veterans and as an Artisan Training Centre. In 1971, it was upgraded to the level of technical institute and in 1983, it later became a technical college.

The Governing Council and Management are seeking to fill up the following vacancy. Applications are invited from suitably qualified Ugandans to fill the following vacant position

  • Facility Management: Oversee the day-to-day operations of the correctional facility, including security, safety, inmate supervision, and facility maintenance, to ensure compliance with regulations and standards.

  • Staff Supervision: Direct and supervise correctional staff, including correctional officers, counselors, administrative personnel, and support staff, to maintain discipline, professionalism, and adherence to policies and procedures.

  • Security and Safety: Ensure the security and safety of staff, inmates, and visitors by implementing and enforcing security protocols, conducting regular inspections, and responding effectively to security threats or emergencies.

  • Inmate Management: Manage inmate populations, including classification, housing assignments, disciplinary actions, and rehabilitation programs, to promote safety, security, and rehabilitation within the facility.

  • Policy Development: Develop, review, and update policies, procedures, and protocols governing inmate management, staff conduct, facility operations, and emergency response to ensure compliance with legal and regulatory requirements.

  • Community Relations: Maintain positive relationships with local communities, law enforcement agencies, government officials, and other stakeholders to foster collaboration, address concerns, and promote public safety and confidence in the correctional system.

  • Budget and Resource Management: Develop and manage the facility budget, allocate resources effectively, and monitor expenditures to ensure fiscal responsibility and optimal use of resources within budgetary constraints.

  • Training and Development: Provide training, professional development opportunities, and support to staff to enhance their skills, knowledge, and performance in carrying out their duties effectively and professionally.

  • Compliance and Accountability: Ensure compliance with all applicable laws, regulations, policies, and accreditation standards governing corrections, as well as accountability for staff conduct and facility operations.

  • Emergency Preparedness: Develop and implement emergency response plans, procedures, and drills to prepare for and respond to emergencies, such as natural disasters, riots, or medical crises, to protect lives and maintain order.

  • Legal and Ethical Compliance: Ensure that all activities and decisions are conducted in accordance with legal and ethical standards, respecting the rights and dignity of inmates and upholding the principles of fairness, justice, and due process.

  • Records Management: Oversee the maintenance of accurate and up-to-date records, reports, and documentation related to inmate intake, release, disciplinary actions, medical care, and other administrative matters.

  • Public Relations: Serve as a spokesperson for the correctional facility, representing its interests and policies to the media, community groups, government agencies, and other stakeholders, and addressing inquiries or concerns as needed.

  • Education: A bachelor's degree in criminal justice, law enforcement, psychology, sociology, or a related field is typically required. Some positions may require additional education or specialized training in corrections management.

  • Experience: Previous experience in law enforcement, corrections, or a related field is often required, with progressively responsible roles demonstrating leadership and management skills.

  • Certification: Completion of a correctional officer training program and certification may be required, depending on the jurisdiction. Additional certifications in areas such as crisis intervention, first aid, and firearms may also be necessary.

  • Physical Fitness: Good physical condition and the ability to pass physical fitness tests, including agility, strength, and endurance assessments, are essential for performing the duties of a warden effectively.

  • Leadership Skills: Strong leadership qualities, including the ability to inspire and motivate staff, foster teamwork, and lead by example, are crucial for overseeing a correctional facility and managing personnel.

  • Communication Skills: Excellent communication and interpersonal skills to effectively interact with staff, inmates, visitors, and other stakeholders, as well as to convey policies, procedures, and directives clearly and diplomatically.

  • Problem-Solving Abilities: Proficient problem-solving skills to address complex issues and challenges within the correctional environment, including managing conflicts, resolving disputes, and making sound decisions under pressure.

  • Organizational Skills: Strong organizational abilities to manage multiple tasks, prioritize responsibilities, and oversee the efficient operation of a correctional facility, including scheduling, staffing, and resource allocation.

  • Ethical Conduct: High ethical standards, integrity, and a commitment to upholding professional ethics and standards of conduct are essential for maintaining trust and credibility as a warden.

  • Crisis Management: Training and experience in crisis management, emergency response, and conflict resolution are vital for handling critical incidents, maintaining order, and ensuring the safety and security of staff and inmates.

  • Legal Knowledge: Understanding of relevant laws, regulations, and policies governing corrections, as well as familiarity with constitutional rights, due process requirements, and disciplinary procedures, is necessary for ensuring compliance and avoiding liability.

  • Computer Literacy: Basic computer skills to use correctional management software, databases, and other technology tools for record-keeping, reporting, and administrative tasks.
