The project supports programs such as the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the President’s Malaria Initiative (PMI) to ensure uninterrupted supplies of quality-assured health products.

Job Description
Reporting to the Technical Director at GHSC-PSM, the Supply Chain Technical Advisor will lead efforts to strengthen Rwanda’s national health supply chain by providing high-level technical support to public health institutions. The Advisor will contribute to the development and execution of project work plans, coordinate technical interventions, ensure timely reporting, and promote data-driven decision-making across the supply chain.
The incumbent will also support the Coordinated Procurement and Distribution System (CPDS), conduct data quality assessments, and contribute to the project’s monitoring and evaluation (M&E) framework. The position requires analytical thinking, a proactive approach, and strong collaboration with government counterparts and key stakeholders.

How to Apply
Contribute to the strategic direction and technical design of supply chain assistance for the Rwanda health sector.
Support the preparation of annual work plans and operational activity plans in collaboration with project stakeholders.
Ensure measurable indicators are incorporated into activity designs and collected during implementation.
Support data analysis and reporting of key project performance indicators as per GHSC-PSM requirements.
Provide technical assistance to the MOH Coordinated Procurement and Distribution System (CPDS) for stock status monitoring and implementation of national supply plans for HIV/AIDS and malaria commodities.
Support forecasting, supply planning, and inventory management of essential health commodities.
Conduct quarterly Logistics Data Quality Assessments (LDQAs) to evaluate data accuracy, completeness, and timeliness.
Supervise and mentor RMS staff and service delivery teams in best practices for logistics data management.
Assist the Technical Director in preparing periodic project reports, including mandatory and ad hoc submissions.
Contribute to the development of tools, training materials, and guidelines for strengthening supply chain systems.
Perform any other duties as assigned by the supervisor to support project implementation.
Education: Bachelor’s degree in Supply Chain Management, Pharmacy, or a related field.
Experience: Minimum of 3 years of relevant experience in data management and health commodity logistics, including laboratory commodities.
Demonstrated knowledge of public health supply chain systems, preferably in developing country contexts.
Proven experience working with government health institutions and supply chain partners.
Proficiency in inventory tracking and logistics information management systems.
Strong analytical skills and familiarity with monitoring and evaluation frameworks.
Proficiency in Microsoft Office tools (Excel, Word, PowerPoint, Outlook, SharePoint).
Excellent written and verbal communication skills in English; knowledge of French or Kinyarwanda is an asset.
Strong problem-solving skills, attention to detail, and the ability to work both independently and in teams.
