Job Description
The Advisor will supervise technical personnel and ensure that HIV/TB interventions are aligned with donor and Government of Uganda priorities. Responsibilities include developing and refining technical workplans, supporting capacity building of sub-partners, and ensuring project deliverables are met on time and within budget. The Advisor will prepare donor reports, deliver presentations to stakeholders, and participate in national technical working groups.
The role also involves mentoring technical staff, monitoring Level of Effort (LOE) allocations, and ensuring activities are consistent with global best practices. The Advisor will identify areas for efficiency, develop technical tools, and provide solutions for complex challenges in HIV/TB programming.

Provide technical leadership in HIV & TB programming under EpiC Uganda.
Develop/refine technical components of project workplans within budget and resource limits.
Oversee day-to-day technical activities and track project results.
Supervise and mentor technical staff, sub-partners, and junior team members.
Support staff and partner capacity-building in HIV/TB service delivery.
Develop tools, training, and capacity-building interventions to fill technical gaps.
Prepare and deliver donor technical reports and presentations.
Represent EpiC Uganda in government, donor, and partner forums.
Maintain constructive technical dialogue with MoH, implementing partners, and stakeholders.
Ensure compliance with donor requirements and best practice standards.
Qualifications, Education and Competencies
Education
Master’s degree (or international equivalent) in Public Health, Global Health, Epidemiology, Clinical Medicine, Human Development, or a related field.
Project Management (PM) training is an added advantage.
Experience
Minimum 8 years of experience in technical implementation of large HIV programs in Uganda.
Experience working with PEPFAR-supported programs and NGOs.
Proven track record of providing HIV technical assistance and capacity building to government and partner organizations.
Program development or program management experience strongly preferred.
Competencies
Strong knowledge of HIV/TB program implementation and national standards.
Ability to manage projects, set priorities, and deliver results under pressure.
Strong analytical, problem-solving, and decision-making skills.
Excellent writing, presentation, and communication skills.
Proficiency in Microsoft Office Suite.
Fluency in English (written and spoken).
Willingness to travel 20–40% within Uganda.
