Young African Refugees For Integral Development (YARID)
As the Senior Monitoring, Evaluation, Accountability and Learning (MEAL) Lead, you will be responsible for the development and implementation of innovative Monitoring Evaluation and Learning initiatives for evidence-based reporting of all YARID activities measurements. The role provides overall leadership, management, and strategic direction to the MEAL function within YARID, and the job holder will be a thought leader in program design, management to collaboratively enhance project delivery and attainment of the intended results.
The MEAL Lead will supervise and mentor both the MEL team and YARID staff on activity delivery of effective M&E systems. He/she will work closely with the M&E officers to ensure that the program's outcomes and impact are accurately captured and reported.
MEAL System Development
Design and implement a comprehensive MEL framework, including indicators that are SMART, data collection tools, and reporting mechanisms, aligned with YARID interventions and outcomes.
Develop clear guidelines and protocols for data collection, management, and analysis.
Lead the collection of high-quality data across program components, ensuring accuracy, consistency, completeness and timeliness of project delivery.
Conduct data analysis to track program progress, identify trends, Present the data finding in a clear and understandable format, develop success stories, case studies, impact of the project that is directly attributed to the Project implementation and generate actionable insights.
Monitoring, Evaluation and Learning
Lead the implementation of monitoring and evaluation activities, including baseline and end line surveys, Pre and post test results, mid-term reviews, and impact assessments.
Collaborate with MEL officers in field officers (Kampala, Nakivale, Palabeck and Kyaka 2 Refugee camp) evaluators, Field officers, Programs team, and stakeholders to ensure rigorouss evaluations.
Accountability and Feedback Mechanisms
Support the establishment and management of the feedback and complaint mechanisms for program participants and stakeholders.
Support the leadership team to ensure that feedback is captured, analysed, and addressed in a timely and effective manner.
Learning and Knowledge Management
Facilitate regular learning and reflection sessions with YARID MEL team to capture lessons learned, best practices, and challenges that will guide the Programs team in Decision Making.
Promote a culture of continuous learning and adaptation within the Organization, Reporting and Communication within the organization Departments.
Orientation of implementing team and managers on reporting requirements/tools, including review of program, reports for quality assurance before submission into the on-line platform.
Prepare regular progress reports and contribute to donor reporting requirements, highlighting key achievements, challenges, and lessons learned.
Communicate MEAL findings internally and externally through various channels
Build the staff capacity in all M&E systems to ensure a systematic data capruting and docuamnetation.
Provide training and capacity-building support to staff on MEAL methodologies, data collection techniques, and reporting standards.

Hold a Master's degree in Monitoring and Evaluation, Development Economics, Social
Sciences, Project management,Information Systems, Statistics, Economics, International Development or related fields.
Must hold a post graduate diploma in Monitoring and Evaluation, or Development Evaluation.
Minimum of 3 years of experience at the same level or higher, leading MEL functions at a national level and NGO setting designing and implementing MEL systems for development projects in refugee and host community settings, preferably in the education, youth empowerment, or livelihoods sector.
Great knowledge and skills on the use of Microsoft Office package, SPSS, STATA, EXCEL, Epi-info, Power BI.
Extensive Knowledge and experience in qualitative data analysis and quantitative data management techniques.
Strong proficiency in quantitative and qualitative data collection methods, analysis, and reporting.
Familiarity with designing and conducting surveys, evaluations, and assessments.
Strong analytical skills and ability to generate insights from data.
Strong leadership and management skills, gained in a complex environment, with Excellent communication and interpersonal skills.
Familiarity with participatory approaches to MEAL and beneficiary feedback mechanisms. • Experience working in a consortium or multi-stakeholder environment is advantageous.
Proficiency in English, both written and spoken.
Flexible, adaptable, and able to execute a range of job duties and changing priorities.
Ability to work collaboratively with diverse teams and partners.
Knowledge of languages spoken by refugees such as French, Swahili, etc. will be considered an added advantage.
Excellent digital literacy competencies conversant with the ecommerce platforms.
Excellent communication skills and ability to convey information effectively both in verbal and written formats
Excellent analytical and problem solving skills
Knowledge of urban/community development
Service oriented with good interpersonal and facilitation skills.
Experience in skilling sectors and with refugees is considered an added advantage.
