About the Organisation
The National Environment Management Authority (NEMA) is a semi-autonomous institution, established in May 1995, as the principal agency in Uganda, charged with the responsibility of coordinating, monitoring, regulating and supervising environmental management in the country.
NEMA spearheads the development of environmental policies, laws, regulations, standards and guidelines; and guides Government on sound environment management in Uganda. In doing this, NEMA contributes to social-economic development and wise use of natural resources, focusing on providing support to Government’s main goal of ensuring sustainable development contributing to the National Vision, the National Development Plan (NDP), regional and global commitments including the Sustainable Development Goals (SDGs).

Job Description
Job Opportunity: Senior Legal Officer – (Civil Litigation and Advisory)

Job Title: Senior Legal Officer – (Civil Litigation and Advisory)
Reports To: Manager, Legal and Corporate Affairs
Salary Scale: NEMA E4
Supervises: Legal Officers (Civil and Advisory)
Number of Positions: 01
Duties, Roles and Responsibilities
Lead the development and implementation of annual work plans, budgets, and progress reports for the Civil Litigation and Advisory Unit.
Coordinate legal representation of NEMA in all civil litigation matters at various court levels.
Manage witnesses and legal evidence to ensure successful outcomes in civil cases.
Provide legal support for legislative drafting and review processes.
Offer legal guidance on the negotiation and implementation of Multi-Lateral Environmental Agreements (MEAs), treaties, and conventions.
Oversee the drafting and negotiation of legal documents and contracts.
Provide timely and accurate legal advice to the Authority.
Support capacity-building efforts and assist in drafting by-laws and ordinances for Local Governments.
Supervise and appraise performance of junior legal officers under the Civil and Advisory Unit.
Perform any other legal or official duties as may be assigned by the supervisor.
Qualifications, Education and Competencies
An Honors Bachelor’s Degree in Law from a recognized university.
A Postgraduate Diploma in Legal Practice.
A Master’s Degree in Law is required.
Enrolled as an Advocate of the High Court of Uganda.
Must possess a valid Practicing Certificate, unless currently serving in a government institution.
Experience:
Minimum of three (3) years post-qualification experience in legal practice, with specific expertise in civil litigation in Uganda.

Strong leadership, team-building, and supervision abilities
Excellent interpersonal, communication, and negotiation skills
Legal research, scholarly writing, and analytical skills
Effective report writing and presentation capabilities
Financial and human resource management knowledge
ICT proficiency and strong command of the English language
Risk management and resource mobilization skills
