The Uganda Investment Authority (UIA) is a semi-autonomous government agency operating in partnership with the private sector and the Government of Uganda to drive national economic growth and development. The Authority was set up by an Act of Parliament (Investment Code 1991, which was later revised to the Edition 2000 Laws of Uganda) 2019 with the aim of promoting and facilitating private sector investment in Uganda.
The ability of the Authority to fulfill its mandate primarily lies in the way in which its Human Resource is managed from the point of entry, stay, exit and post-exit. It is a policy of UIA to attract and retain a highly qualified and competitive workforce to fulfill its mandate and hence the need to fill the vacant positions.

Uganda Investment Authority (UIA) is a statutory agency which is mandated to promote, attract, facilitate, register, monitor and evaluate all forms of investments and business activities in Uganda as per the Investment Code Act, 2019.
It is on the basis of this mandate that UIA initiates and supports measures that enhance investments in Uganda and advises Government of appropriate policies conducive for investment promotion and growth in the country.
UIA seeks to recruit highly Competent, Experienced and Motivated qualified individuals to fill the following position
Developing Procurement Strategies: Collaborating with senior management to develop procurement strategies aligned with the organization's goals and objectives. This involves identifying opportunities for cost savings, process improvements, and supplier optimization.
Vendor Management: Identifying, evaluating, and selecting vendors/suppliers based on factors such as quality, price, reliability, and service level agreements. Negotiating contracts and agreements with vendors to ensure favorable terms and conditions.
Contract Management: Managing contracts and agreements throughout the procurement lifecycle. This includes drafting contracts, reviewing terms and conditions, negotiating changes, and ensuring compliance with contractual obligations.
Sourcing and Procurement: Overseeing the sourcing and procurement of goods, services, and materials required by the organization. Developing procurement plans, soliciting bids and proposals, evaluating responses, and making purchasing decisions.
Cost Management: Monitoring and controlling procurement costs to optimize spending and achieve cost savings targets. Analyzing cost data, identifying opportunities for cost reduction, and implementing cost-saving initiatives.
Supplier Relationship Management: Building and maintaining strong relationships with suppliers/vendors. This involves regular communication, performance evaluation, issue resolution, and collaboration to drive value and continuous improvement.
Risk Management: Identifying and mitigating risks associated with procurement activities. This includes assessing supplier risks, market risks, and supply chain disruptions, and implementing risk management strategies to minimize impact on operations.
Compliance and Ethics: Ensuring compliance with relevant procurement laws, regulations, and policies. Upholding ethical standards and promoting transparency, fairness, and integrity in procurement practices.
Process Improvement: Identifying opportunities for process improvements and efficiency gains in procurement operations. Implementing best practices, streamlining workflows, and leveraging technology to enhance procurement processes.
Data Analysis and Reporting: Analyzing procurement data to identify trends, track key performance indicators (KPIs), and generate reports. Providing insights and recommendations to senior management based on data analysis to support decision-making.
Collaboration and Stakeholder Management: Collaborating with internal stakeholders, such as department heads, project managers, and finance teams, to understand their procurement needs and requirements. Building strong relationships and fostering collaboration to ensure alignment and support for procurement initiatives.
Training and Development: Providing training and development opportunities for procurement staff to enhance their skills and knowledge. Ensuring that procurement team members are equipped to perform their roles effectively and contribute to organizational success.
Quality Assurance: Ensuring that purchased goods and services meet quality standards and specifications. Implementing quality assurance processes, conducting inspections, and addressing quality issues with suppliers/vendors as needed.
Disposal and Asset Management: Managing the disposal of surplus or obsolete assets in compliance with relevant regulations and organizational policies. Implementing asset tracking and management systems to optimize asset utilization and lifecycle management.
Continuous Learning: Staying abreast of industry trends, best practices, and emerging technologies in procurement and supply chain management. Continuously learning and adapting to changes in the procurement landscape to drive innovation and efficiency.

Education: A bachelor's degree in business administration, supply chain management, procurement, logistics, or a related field is often required. Some employers may prefer candidates with a master's degree or professional certifications in procurement or supply chain management.
Professional Experience: Extensive experience in procurement, supply chain management, or related fields is essential for senior executive roles. This may include at least 7-10 years of progressive experience in procurement positions, with increasing levels of responsibility and leadership.
Procurement Expertise: In-depth knowledge of procurement principles, practices, and procedures. Familiarity with procurement laws, regulations, and best practices is essential for ensuring compliance and effective procurement operations.
Leadership Abilities: Strong leadership qualities to inspire and motivate procurement team members, foster teamwork, and drive performance excellence. The ability to provide clear direction, set goals, and empower staff to achieve objectives.
Strategic Thinking: The ability to think strategically and develop long-term procurement strategies aligned with organizational goals and objectives. This involves identifying opportunities for cost savings, process improvements, and supplier optimization.
Vendor Management: Proficiency in vendor/supplier management, including vendor evaluation, selection, and relationship management. Experience in negotiating contracts and agreements with suppliers to ensure favorable terms and conditions.
Contract Management: Expertise in contract management throughout the procurement lifecycle. This includes drafting contracts, reviewing terms and conditions, negotiating changes, and ensuring compliance with contractual obligations.
Financial Acumen: Understanding of financial principles and budgeting processes. The ability to develop and manage procurement budgets, track expenditures, and analyze cost-saving opportunities.
Communication Skills: Excellent communication skills, both verbal and written, to effectively communicate with internal stakeholders, external suppliers, and other relevant parties. The ability to articulate procurement strategies, negotiate agreements, and resolve conflicts diplomatically.
Analytical Skills: Strong analytical skills to evaluate procurement data, identify trends, and make data-driven decisions. Proficiency in using procurement analytics tools and software for data analysis and reporting.
Problem-Solving Abilities: Strong problem-solving skills to address complex procurement challenges, mitigate risks, and resolve issues effectively. The ability to think critically, analyze problems, and develop innovative solutions.
Ethical Conduct: Commitment to upholding ethical standards and integrity in procurement practices. The ability to adhere to procurement laws, regulations, and organizational policies, and promote transparency, fairness, and accountability.
Change Management Skills: Proficiency in change management principles and practices to lead organizational change initiatives related to procurement processes, systems, or strategies. The ability to manage resistance to change and facilitate successful implementation.
