The Senior Health Systems and Human Resources for Health Strengthening (HS & HRHS) Advisor is responsible for providing technical leadership and coordination for the projects HS & HRHS strengthening activities and providing leadership to the Supply Chain Advisor; Public Finance Management Specialist, and District-Based Integrated Program at the regional level. A key responsibility is to ensure adequate and appropriate HS & HRHS plans are developed, implemented, monitored, and reviewed. He/she will closely work with the other technical advisors including Quality Improvement, Supply Chain, Global Health Security, and District stakeholders. Coordinate regional implementation of project HS & HRHS’ monitoring learning and evaluation systems to measure and document program processes, outputs, and results by routinely and systematically collecting, analyzing, and presenting program data for Activity staff, partners as well as donors.
Managing the team of staff that currently fall under HSS i.e., Public Finance Management, Supply Chain, & the District Integrated Program Officers.
Technical support districts and health facilities in planning according to the government planning cycle, orient districts on the planning guidelines, identify priorities, and generate HS and HRHS plans and budgets (health system strengthening plans, recruitment, maintenance of HRIS, retention and motivation of health workers and performance management).
Coordinate, plan, monitor, and review the implementation of the hub and spoke model with the Regional Referral Hospitals.
Coordinate, plan, monitor, and review the implementation of PEPFAR activities of USAID PEPFAR local partners to strengthen their capacity in program implementation.
Liaise with District Service Commissions to ensure optimal functionality by supporting districts to prepare plans and recruit new staff to increase the percentage of approved posts filled by trained health workers.
Work with MOH, Districts, and other stakeholders to ensure the supported HRH positions are transitioned to Districts/MOH with minimal interruption of service delivery.
Technical support for the implementation, monitoring, HRH data use, and maintenance of the National Human Resource Information System (HRIS) in the districts and health facilities.
Capacity building for health managers (including HUMCs) in leadership and management to improve motivation and work climate for health workers.
Support Districts with the establishment of performance management of health workers including routine performance appraisal, following the MOPS Results oriented Management framework for public servants and the MOH performance management implementation strategy to strengthen capacity for performance management.
Guided by the MOH motivation and retention strategy, support districts to reward best performing health units and health workers, monitor health worker retention by the districts
Contribute to the documentation of successful implementation and periodic reporting of health systems strengthening and Human Resources for Health activities.
Lead the coordination and collaboration with other USAID Uganda Implementing Partners, Government of Uganda, District Local Governments, and community-level programs as appropriate to promote innovative HS and HRHS policy ideas at institutional and regional levels.
Carry out any other duties reasonably assigned by the Supervisor.
Master’s Degree (minimum) in Public Health, Health Management, or another relevant field.
10 years of professional work experience in Health Service Delivery, Health Communications, and health systems strengthening with experience at community-level (experience with community health workers is an added advantage)
Experience in the implementation of HRH and HSS activities at the district and community level including WISN methodology, HRIS, and performance management.
Demonstrable experience in working with multiple stakeholders.
People and Program Management skills.
Previous experience working with EGPAF and USAID is an added advantage.
Required Competencies:
Training in computer applications is required plus a good working knowledge of computers with the ability to use Microsoft Word, Excel, PowerPoint, etc.
Excellent verbal and written communication skills in English, including the capacity to prepare and deliver formal presentations on programs and results, and have good Trainer Skills.
Team player with good interpersonal skills and the ability to work in a diverse social and cultural environment.
Excellent data analysis skills and ability to think concisely, and critically as well as distil information to lay audience.
