Duties, Roles and Responsibilities

Qualifications, Education and Competencies

Makerere University Walter Reed Project (MUWRP) is a non-profit biomedical research organization, whose mission is to mitigate disease threats through quality research, health care and disease surveillance. MUWRP was established in 2002 by a Memorandum of Agreement between The Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. (HJF) and Makerere University (Mak) undertake medical research to test HIV vaccines. Over the years, MUWRP's portfolio has progressively expanded to include vaccine research for Ebola and Marburg viruses, Emerging Infectious Diseases Program (EIDP) for surveillance of influenza and influenza-like viruses and other emerging infections in humans and animals; also, a PEPFAR funded program in HIV treatment, care and prevention in the districts of Kayunga, Mukono, Buvuma, Buikwe, Luwero, Nakasongola. Additionally. MUWRP seeks to fill the following position.

Inspections and Monitoring

  • Conducting Inspections: Performing regular inspections of public and private facilities, including restaurants, hospitals, factories, schools, and water supply systems, to ensure compliance with health and sanitation regulations.

  • Monitoring Compliance: Monitoring and enforcing compliance with health laws, regulations, and standards.


Health and Safety Enforcement

  • Regulatory Enforcement: Enforcing local, state, and federal health and safety regulations.

  • Issuing Notices and Penalties: Issuing notices of violations and penalties to facilities not in compliance with health regulations.


Investigation of Complaints and Incidents

  • Complaint Investigation: Investigating complaints related to health hazards, such as foodborne illnesses, water contamination, and pest infestations.

  • Incident Response: Responding to public health emergencies, outbreaks, and environmental hazards.


Public Education and Awareness

  • Health Education: Educating the public on health and sanitation practices through workshops, presentations, and informational materials.

  • Awareness Campaigns: Conducting public awareness campaigns on issues such as waste management, food safety, and hygiene practices.


Environmental Health Programs

  • Program Development: Developing and implementing environmental health programs and policies aimed at improving public health.

  • Community Projects: Participating in community projects related to sanitation, waste management, and environmental protection.


Documentation and Reporting

  • Record Keeping: Maintaining accurate records of inspections, violations, and enforcement actions.

  • Reporting: Preparing detailed reports on inspection findings, public health incidents, and program outcomes.


Collaboration with Other Agencies

  • Interagency Coordination: Collaborating with other public health agencies, government departments, and non-governmental organizations to address public health issues.

  • Advisory Role: Providing expert advice to local authorities, businesses, and the general public on environmental health matters.

Educational Requirements

  • Degree in Environmental Health: A bachelor's degree in environmental health, public health, biology, or a related field is typically required.

  • Advanced Degrees: A master's degree in public health (MPH) or a related field may be preferred for higher-level positions.


Professional Experience

  • Relevant Experience: Several years of experience in environmental health, public health, or a related field is often required.

  • Field Experience: Hands-on experience conducting inspections, investigations, and compliance enforcement.


Certifications and Licenses

  • Professional Certification: Certification as a Registered Environmental Health Specialist (REHS) or a similar credential may be required or preferred.

  • Licensure: Depending on the jurisdiction, a valid license to practice as a Sanitary Officer or Environmental Health Officer may be required.
