About the Organisation

World Vision began working in Rwanda in 1994 to respond to the unprecedented chaos caused by the genocide. For the first six years, the key focus of our interventions was relief and rehabilitation for the close to 3 million people that were displaced after this tragedy.

Job Description

The Regional Humanitarian and Emergency Affairs Director will lead World Vision’s disaster management portfolio in the East Africa Region. This role ensures readiness and effective responses to emergencies across multiple countries, while supporting National Offices in integrating disaster risk reduction into their development programming. The Director will develop strategies, manage regional operations, build partnerships, and ensure high-quality programming aligned with humanitarian standards and donor expectations. The role also plays a critical part in policy influence, resource mobilization, and strengthening community resilience.

Duties, Roles and Responsibilities

Strategy and Leadership (30%)

  • Position World Vision as a competent and innovative humanitarian agency in East Africa.

  • Contribute to regional strategic direction with cutting-edge disaster management approaches.

  • Support scenario analysis and preparedness planning.

  • Advise on Category II and III responses.

  • Foster resourcing strategies, including engagement with non-traditional donors.

  • Integrate humanitarian principles and standards into National Office operations.

  • Promote risk assessment and mitigation strategies.

Operational Support (15%)

  • Strengthen National Offices’ capacity for emergency preparedness and response.

  • Monitor project performance and ensure adherence to WVI and global standards.

  • Ensure collaboration across development and advocacy sectors.

  • Provide technical support and enhance HEA programming quality.

  • Collaborate with Global GAM and partners to boost emergency funding and visibility.

  • Lead the contextualization of global humanitarian policies within the region.

Qualifications, Education and Competencies

Education & Experience:

  • Master's degree in Humanitarian Affairs, Disaster Management, International Development, or a related field.

  • At least 10 years of experience in emergency and disaster management at regional or global levels.

  • Strong understanding of humanitarian principles, risk reduction, and resilience frameworks.

Skills & Competencies:

  • Strategic leadership and program management

  • Emergency preparedness and response expertise

  • Strong analytical and scenario planning skills

  • Cross-sectoral collaboration

  • Effective communication and stakeholder engagement

  • Proven ability to influence policy and donor funding

  • Alignment with Christian values and World Vision's mission
