Job Description
The Market & Enterprise Development Officer will play a crucial role in the implementation of the Farm to Market Access for Refugee Youth (F2MARY) Project, focusing on supporting agricultural MSMEs run by youth in the Mugombwa refugee camp and surrounding communities. The officer will conduct market research, foster private sector linkages, promote youth entrepreneurship, and ensure inclusive participation of young women, refugees, and marginalized youth in climate-resilient agri-businesses. The role demands experience in market system development, value chain strengthening (especially chili and poultry), and a deep understanding of the humanitarian and refugee context in Rwanda.

How to Apply
Project Implementation (90%)
Conduct detailed market research and data analysis to inform strategy
Identify and assess business opportunities and create viable business models
Coordinate activities around enterprise development and MSME promotion
Develop and maintain strong stakeholder relationships with buyers, processors, and partners
Assist farmers with contract negotiations and business planning
Support financial forecasting, budgeting, and access to micro-finance
Monitor project implementation and resolve challenges during execution
Prepare quality progress reports and communication products
Strengthening Profile (10%)
Represent Practical Action in engagements with MINEMA, NGOs, local government, and community structures
Participate in local coordination and networking events
Share lessons learned and support visibility and learning objectives
Build partnerships and professional networks relevant to the project
Education:
Bachelor’s degree in Business Administration, Economics, Marketing, or related fields
Experience and Skills:
Minimum 5 years' experience in market research, enterprise development, or agri-business support
Prior work with small-scale farmers and agricultural value chains (especially chili and poultry)
Experience supporting youth, women, and refugees in enterprise development
Understanding of humanitarian contexts and Rwanda's agricultural sector
Strong stakeholder engagement, communication, and facilitation skills
Financial planning, budgeting, and risk assessment competencies
Fluent in English (written and spoken); Kinyarwanda an asset
Strong analytical thinking and strategic problem-solving skills
