Job Description

Under the direct supervision of the Programs Director, the Programs Manager will be responsible for overseeing the implementation of health activities, budget management, monitoring and evaluation and reporting with an emphasis on ensuring the timely and high-quality achievement of the project goal and objectives by the respective consortium partner.

The Programs Manager will take lead in communication and coordination with health partners to ensure smooth implementation of project activities.

  • Providing technical program supervision and guidance to all program staff members at WALIMU field project locations.

  • Participating in the definition of the program objectives and in collaboration with the project coordinators, defining, implementing, and monitoring the program activities.

  • Setting up regular monitoring mechanisms for project activities, analyzing the results, identifying priorities, and proposing solutions when necessary. Establishing, maintaining, and improving surveillance systems for health research.

  • In collaboration with field coordinators, closely monitor and communicate with key staff as needed on new or anticipated developments in population movements.

  • Identify opportunities for and take forward concrete actions toward enhancing coordination with other NGOs during implementation.

  • Ensure effective program management and implementation.Programs Reporting & Documentation.

  • Compile and disseminate any data, reports, relevant to WALIMU Projects.

  • Support in review of project activity reports before submission.

  • Ensure project compliance with Ministry of Health Guidelines and protocols during delivery of project activities.

  • Assist in identifying, documenting, disseminating and scaling up best practices in the integrated health research services and writes regular monitoring and technical reports as required.

  • Programs Technical Oversight:

  • Provide technical leadership for a strong monitoring system and processes throughout the project cycle from the design and implementation to close-out and learning including.

  • Using learning and evidence from internal and external sources including previous projects to inform proposal design and Theory of Change.

  • Developing and operationalizing, logical frameworks, MEAL plans, data collection tools, processes for data management, clients feedback approaches, quality checks and audits, and data visualization.

  • Developing and advocating for an adequate MEAL budget and staffing structure for all projects.

  • Producing high-quality data, analysis, reports, presentations, and dashboard of key findings that foster learning and decision-making and share in key meetings such as project cycle meetings and strategic senior management team meetings.

  • Provide technical leadership for the design, method, and conduct of surveys such as baseline and end line, and the commission of evaluations and surveys as required in coordination with program coordinators, technical advisors, and external partners were vital.

  • Provide technical leadership to Walimu effort in meeting its internal and external accountability commitments through the implementation of sound accountability, client feedback, and response mechanisms.

Must have a Bachelor of Medicine & Surgery.

  • Master’s in Public Health, Clinical Epidemiology or related field.

  • Post graduate qualification in project management or M&E will be added advantage.

  • Minimum 5 years’ experience managing health projects.

  • Significant exposure and experience of successfully managing and leading Consortia.

  • Proven ability to prioritize tasks, meet deadlines and work with limited supervision.

  • Excellent interpersonal skills and demonstrated ability to establish effective working relations at all levels.

  • Demonstrated skills in financial management with knowledge and experience in managing complex budgets and ensuring donor compliance.

  • Experience in successfully managing various forms of partnerships with stakeholders, including national and local authorities, UN agencies, local NGOs, etc.

  • Fluent in written and spoken English.

  • A dynamic and flexible individual with ability to multitask and who can work under pressure.

  • Team player.

  • Strong budget management abilities.

  • Good communication and interpersonal skills.

  • Excellent Microsoft word and Microsoft excel, power-point presentation skills.

  • Willingness to travel to upcountry to support Walimu up country activities.
