Job Description
The World Food Programme (WFP) is seeking a Programme Policy Officer to support the Government of Rwanda in strengthening national resilience and safeguarding macroeconomic stability. The role focuses on formulating and implementing strategic policy frameworks for Disaster Risk Financing (DRF) and the National Insurance Strategy. The officer will work to mitigate disaster-related fiscal risks and enhance the insurance sector's contribution to national development.
Duties, Roles and Responsibilities
- Strengthen national resilience, safeguard macroeconomic stability, and sustain inclusive development through the formulation and implementation of strategic policy frameworks.
- Implement measures aimed at mitigating disaster-related fiscal risks and enhancing the overall performance and contribution of the insurance sector to national development.
- Develop and oversee a proactive and comprehensive Disaster Risk Financing (DRF) Strategy to ensure coordinated, forward-looking, and climate-resilient financial preparedness.
- Coordinate the implementation of the 10-Year National Insurance Strategy (NIS) to expand insurance penetration and promote digital innovation.
- Strengthen institutional capacity and establish robust coordination mechanisms among key stakeholders including MINECOFIN, MINEMA, and NBR.
- Develop and maintain a comprehensive monitoring and evaluation framework to ensure accountability.
