Programme Officer – Governance and Human Rights at Project Office of Denmark Kigali

Job Description

As part of the Development Cooperation Team, the Programme Officer will provide strategic direction and technical support to partners and programmes related to governance and human rights. The role requires strong policy engagement, effective grants management, and active representation of the Embassy in donor coordination platforms. This mid- to senior-level role demands analytical thinking, stakeholder engagement, and a deep understanding of democratic governance, civil society space, and rights-based development. The officer will also support internal strategy formulation and contribute to communications and reporting.

Duties, Roles and Responsibilities

  • Lead the implementation of governance and human rights projects, including monitoring and financial oversight.

  • Support partners with technical guidance to enhance programme quality and policy alignment.

  • Integrate cross-cutting themes such as gender, anti-corruption, and civic engagement in all projects.

  • Manage grant agreements, including compliance, financial tracking, and procurement oversight.

  • Conduct risk assessments and ensure anti-corruption safeguards.

  • Cultivate partnerships with civil society, development partners, government institutions, and think tanks.

  • Represent the Embassy in policy dialogues and donor forums.

  • Monitor the governance landscape and provide strategic analysis and advice.

  • Contribute to internal Embassy strategies and reporting frameworks.

  • Promote the Embassy's work through communication materials and external visibility efforts.

Qualifications, Education and Competencies

Education:

  • Minimum of a Bachelor’s degree in Political Science, International Development, Human Rights, Law, Public Administration, or a related field.

  • A Master’s degree is considered a strong advantage.

Experience:

  • At least 5 years of professional experience in programme management, governance reform, or rights-based development.

  • Proven experience working with civil society, development partners, or public institutions.

  • Strong background in financial/grant management and stakeholder coordination.

  • Familiarity with Danish or European donor frameworks is an added advantage.

Competencies:

  • Strong understanding of civic space, human rights, and governance issues.

  • Excellent programme design, implementation, and monitoring skills.

  • Policy analysis and advocacy experience.

  • Strong interpersonal and partnership-building abilities.

  • Excellent written and verbal communication in English; knowledge of French or Kinyarwanda is an advantage.

  • Integrity, professionalism, and diplomacy.
