Job Description
The Programme Officer will oversee the implementation of climate, environmental, and private sector development programmes. The role includes managing grants, ensuring policy compliance, fostering strategic partnerships, and actively engaging with relevant stakeholders including civil society and government institutions. The position also contributes to Embassy strategy development, communication, and donor coordination platforms. The Officer is expected to ensure integration of cross-cutting themes such as gender equality and sustainability across all programme components.
Duties, Roles and Responsibilities
Lead implementation and performance monitoring of programmes in climate change, environment, and private sector development.
Provide technical support to implementing partners, ensuring policy alignment and effective delivery.
Develop and manage grants, including drafting agreements and monitoring compliance with Danish development cooperation standards.
Assess risks including fraud and support implementation of anti-corruption measures.
Maintain accurate records and reporting in Embassy systems.
Build and manage partnerships with development partners, civil society, government agencies, and think tanks.
Represent the Embassy in relevant donor coordination meetings and policy dialogues.
Support strategic communication efforts including documentation of success stories and content for Embassy social media and website.
Monitor policy and contextual developments in Rwanda and the region and provide strategic advice.
Contribute to internal strategy development and programme results framework.
Conduct regular field visits for implementation oversight.
Provide backup support across other programme areas where needed.
Qualifications, Education and Competencies
Education:
Bachelor’s degree (minimum) in Political Science, International Development, Public Administration, Law, Environmental Studies, or related field.
Master’s degree is an added advantage.
Experience:
At least 5 years of relevant experience in governance, environmental policy, climate resilience, private sector development, or programme management.
Experience in working with civil society, public institutions, or development partners on governance, rights, or sustainability.
Proven grant management and financial oversight skills.
Familiarity with Danish or European donor frameworks is desirable.
Competencies:
Strong understanding of governance, human rights, and sustainability in a development setting.
Effective programme and policy engagement skills.
Strong partnership and stakeholder management capabilities.
Excellent analytical, writing, and communication skills in English; French or Kinyarwanda is an advantage.
High integrity, diplomacy, and professionalism.
