Job Description
Reporting to the Senior Director of Africa Programs - Operations, the Program Operations Lead – East Africa is responsible for guiding and supporting country teams (in Ethiopia, Kenya, Tanzania, Uganda/Rwanda) to ensure program excellence and operational effectiveness. The role encompasses strategic implementation, partnership development, monitoring and evaluation, reporting, resource planning, and alignment with Heifer’s goals. This individual will play a critical role in achieving programmatic KPIs, ensuring compliance with donor and organizational requirements, and promoting a culture of high performance and accountability.

How to Apply
Guide strategic implementation and monitoring of country-level KPIs.
Strengthen administrative systems and policies in country programs.
Oversee compliance with internal policies and local legal requirements.
Support annual budgeting, forecasting, and financial monitoring.
Ensure operational excellence and knowledge sharing across countries.
Lead program audits and quality reviews.
Develop and manage strategic partnerships and capacity building.
Provide backstopping in key areas including recruitment, onboarding, and transitions.
Review and enhance reporting to align with Heifer and donor standards.
Ensure timely and effective program close-outs and start-ups.
Lead organizational culture-building aligned with Heifer’s values.
Minimum Requirements:
Master’s Degree in Social Sciences, Business Administration, or related field.
10–15 years of relevant experience, with at least 5 years in a supervisory role.
Experience managing large, complex, multi-country programs.
Strong leadership, communication, and strategic planning skills.
Ability to work effectively across cultures and in matrix structures.
Proven skills in financial oversight, MEL systems, and compliance.
Strong track record in building and managing partnerships.
Willingness to travel extensively.
Critical Proficiencies:
Expertise in program budgeting, reporting, and data-driven decision-making.
Strong organizational and leadership skills.
In-depth knowledge of value chains, market systems, and agricultural development.
Excellent interpersonal, communication, and conflict-resolution skills.
Grant acquisition and donor relationship experience.
Creativity and systems thinking with a focus on sustainability.
