Job Description
Reporting to the Coordinator of Transversal Functions (CFT) and working in collaboration with the Legal Affairs Department (DAJ) and Compliance Team, the Procurement and Contracts Manager is responsible for:
Ensuring proper application of procurement procedures and best practices.
Managing procurement strategies, contract planning, and documentation.
Supervising and supporting the procurement team.
Guaranteeing legal compliance and risk mitigation in contracts and amendments.
Coordinating with stakeholders to meet operational needs and procurement deadlines.
Maintaining supplier databases and monitoring supplier performance.
Leading training workshops, developing internal tools, and supporting reporting.
Duties, Roles and Responsibilities
Contract Planning and Strategic Procurement:
Lead the preparation and updating of Contract Procurement Plans (PPC)
Identify cross-cutting procurement opportunities and design appropriate procedures
Supplier Database and Market Analysis:
Maintain supplier watch and price intelligence on national and international markets
Set up and manage supplier and price databases, negotiate favorable pricing
Procurement and Contracting:
Manage procurement requests and support needs definition and sourcing
Choose and implement appropriate procurement procedures
Prepare and launch tender documentation, ensure transparency in process
Manage consultations and evaluations, including due diligence and negotiations
Submit documentation for DAJ review and validation
Finalize, sign, and archive contracts according to agency procedures
Contract Execution Monitoring:
Develop contract tracking dashboards for USP and projects
Advise teams on contractual clauses and enforcement
Draft and execute amendments or modifications (e.g., penalties, terminations)
Team Management:
Prepare team work plans and evaluate team performance
Organize training sessions and participate in onboarding of new team members
Cross-Cutting Activities:
Design and implement internal tools for contract compliance and deliverable tracking
Monitor contract deliverables and timelines
Prepare monthly procurement and contract reports with the CFT
Support donor reporting and liaise with legal counsel as needed
Contribute to DAJ-led organizational improvement initiatives
Qualifications, Education and Competencies
Education:
Advanced degree or demonstrated experience in Law (preferably public business law, public procurement, or contract law)
Training or extensive experience in procurement with legal focus (e.g., Bioforce certification)
Experience:
Minimum 5 years in a similar role
Proven experience managing teams
Mandatory experience with donor-funded projects (EU, AFD, World Bank, etc.)
Knowledge:
In-depth understanding of public procurement laws (especially French and European)
Strong grasp of contract law and procurement techniques
Familiarity with international supply chains and donor procedures is an advantage
Fluent in French and English (spoken and written)
Skills:
Excellent organizational, analytical, and report-writing skills
Strong negotiation and communication abilities
Advanced proficiency in Microsoft Office tools
