Job Description
Reporting to the Chief Manager, each Principal Officer manages unit operations, coordinates policies and procedures, inputs into annual budgeting, and prepares periodic activity/project reports. The roles ensure timely performance management, smooth provision of services and facilities for NDPC operations, and continuous process improvement.
Role-specific focus:
Human Resources: Implement HR policies and programmes; plan, deliver, and evaluate staff training; support strategies for recruitment, retention, rewards/benefits, and organisation development/change management.
Procurement: Ensure compliant tendering and contracting; monitor procurement actions and contract performance; lead contract close-out and advise on terminations where necessary; ensure effective collaboration with clients on goods/works/services.
Supply (Stores): Plan periodic replenishment; receive/inspect orders and resolve vendor/user issues per store policies; manage stores and asset disposals in line with regulations.

Core (applicable to all three roles)
Oversee and coordinate unit policies, procedures, and routines.
Provide inputs to NDPC’s annual budget; manage day-to-day unit operations.
Prepare periodic reports on unit activities, projects, and performance.
Support provision of services and facilities required for NDPC operations.
Ensure staff appraisals are completed on time.
Perform any other duties assigned by the Chief Manager or Director.

Organise, implement, and evaluate staff training programmes.
Support strategies for recruitment, retention, rewards/benefits, and development.
Additional – Principal Officer, Procurement
Scrutinise tendering/competitive sourcing to meet national procurement, contract, and financial rules.
Monitor contractual/procurement actions; implement contract close-out and recommend termination where necessary.
Ensure contract compliance and performance management with client units.
Additional – Principal Officer, Supply (Stores)
Prepare periodic replenishment lists for stores.
Receive and inspect orders; resolve vendor/department issues per store policies.
Manage stores and asset disposals per laid-down procedures and regulations.
Qualifications, Education and Competencies
Master’s degree in HR, Administration, Procurement, Supply Chain Management, IT, or a relevant field from a recognised tertiary institution.
Minimum nine (9) years’ post-qualification experience, including at least three (3) years in senior management.
Membership of a recognised and relevant professional body.
Successful performance in a competitive selection interview conducted by PSC in consultation with NDPC.
Knowledge of HR, management, procurement, supply chain, information technology and systems (as applicable).
Knowledge of public-sector budget/financial management and relevant laws: Public Financial Management Act 2016, Labour Act, Internal Audit Agency Act, and Public Procurement Act.
Proficiency in ICT (Microsoft Office suite); familiarity with statistical analysis software is an advantage.
Core Competencies (for all roles)
Labour laws, financial administration, internal audit, and public procurement practices.
Leadership, organisational, communication, interpersonal, and presentation skills.
Performance management; negotiation, collective bargaining, and lobbying skills.
Project and programme management; strong ICT skills.
Condition: Ability to serve a minimum of four (4) years on the appointed grade before the compulsory retirement age of sixty (60).Compensation: Competitive public-sector package with attractive fringe benefits.
