Job Description
Collect, analyze, and interpret quantitative and qualitative data using various methods and tools, such as surveys, interviews, focus groups, observation, and statistical analysis, to assess program performance, identify trends, and inform decision-making.
Duties and Responsibilities
Designing M&E Frameworks: Develop monitoring and evaluation frameworks, plans, and systems to track progress, measure outcomes, and assess the performance of programs and projects, including defining indicators, data collection methods, and reporting mechanisms.
Data Collection and Analysis: Collect, analyze, and interpret quantitative and qualitative data using various methods and tools, such as surveys, interviews, focus groups, observation, and statistical analysis, to assess program performance, identify trends, and inform decision-making.
Performance Monitoring: Monitor and track program activities, outputs, and outcomes against established targets and benchmarks, identifying deviations, challenges, and opportunities for improvement, and providing regular updates to stakeholders.
Impact Evaluation: Conduct impact evaluations and assessments to measure the long-term effects and broader impacts of programs and interventions on beneficiaries, communities, and target populations, using rigorous research methodologies and evaluation designs.
Quality Assurance: Ensure the quality, reliability, and validity of data collected and analyzed for monitoring and evaluation purposes, through rigorous data verification, validation, and quality assurance processes, and adherence to ethical standards and best practices.
Reporting and Documentation: Prepare and present clear, concise, and actionable reports, dashboards, and visualizations summarizing M&E findings, trends, and insights for diverse audiences, including program managers, funders, policymakers, and other stakeholders.
Capacity Building: Provide training, technical assistance, and capacity-building support to program staff, partners, and stakeholders on monitoring and evaluation methodologies, tools, and techniques, promoting a culture of evidence-based decision-making and learning.
Learning and Knowledge Management: Facilitate learning and knowledge-sharing activities, workshops, and forums to disseminate M&E findings, lessons learned, and best practices, fostering organizational learning and continuous improvement.
Qualifications and Competencies
Education: A bachelor's or master's degree in monitoring and evaluation, public policy, international development, social sciences, or a related field is typically required for M&E specialist positions. Advanced degrees or certifications in monitoring and evaluation (e.g., PMD Pro, MERL Tech) may be preferred or required for certain roles.
Experience: Relevant experience in monitoring and evaluation, research, data analysis, or program evaluation, preferably in the context of international development, humanitarian aid, public health, or social impact initiatives, is usually required for M&E specialist positions.
Analytical Skills: Strong analytical, quantitative, and qualitative research skills are essential for M&E specialists to collect, analyze, and interpret data, identify trends, patterns, and correlations, and draw meaningful insights and conclusions from complex datasets.
Research Methods: Knowledge of research methodologies, survey design, sampling techniques, data collection tools, and statistical analysis software (e.g., SPSS, STATA, R) is important for M&E specialists to design and implement rigorous monitoring and evaluation studies.
Data Management: Proficiency in data management, database systems, and data visualization tools (e.g., Excel, Tableau, Power BI) is necessary for M&E specialists to organize, clean, manage, and visualize large datasets for monitoring, analysis, and reporting purposes.
Communication Skills: Excellent communication skills, both verbal and written, are essential for M&E specialists to communicate complex technical information, M&E findings, and recommendations to diverse audiences, including non-technical stakeholders.
Interpersonal Skills: Strong interpersonal skills are necessary for M&E specialists to collaborate effectively with colleagues, partners, and stakeholders, build relationships, facilitate discussions, and work as part of multidisciplinary teams.
Project Management: Basic project management skills, including planning, organizing, prioritizing, and managing tasks and timelines, are important for M&E specialists to oversee multiple projects, meet deadlines, and deliver high-quality M&E products and services.
