Job Description
The MEAL Coordinator for the ASTYE programme is a strategic position based in Fort Portal (Kabarole), Uganda. The role is responsible for overseeing the Monitoring, Evaluation, Accountability, and Learning (MEAL) systems for the ASTYE programme. The Coordinator will design and implement a comprehensive MEAL strategy, review/develop results frameworks, establish management information systems, ensure quality data collection and analysis, and lead all aspects of MEAL implementation. Reports to the Programme Team Lead with direct reports including a MEAL Specialist, Database Specialist, and MEAL Officers.
Duties, Roles and Responsibilities
- Design and implement a comprehensive MEAL strategy using both quantitative and qualitative methodologies, outcome harvesting, and systems change measurement.
- Build/review the ASTYE MEAL systems in line with Mastercard Foundation and GOAL priorities in collaboration with the Programme Management Unit.
- Draft/review the ASTYE MEAL Strategy, results frameworks, monitoring plans, indicators, data collection tools, and plans.
- Lead the establishment and implementation of the Programme Community Feedback Mechanism (CFM).
- Coordinate and support design, implementation, and quality assurance of ASTYE Programme Management Information System (MIS).
- Conduct data quality assessments and regular field visits to assess utilisation of MEAL systems.
- Lead the design and analysis of baselines, annual, and end-line surveys and evaluations.
- Develop and implement the ASTYE programme accountability strategy.
- Facilitate cross-departmental learning events and support periodic learning reviews.
- Develop and disseminate high-quality communication and learning materials (briefs, case studies, success stories, blogs, videos).
- Manage MEAL budget and provide line management and capacity building to the MEAL team.
