Job Description

The Manager Finance and Administration will provide leadership in coordinating both financial and administrative functions of the Secretariat, ensuring proper resource allocation and compliance with regulations. The incumbent will oversee strategic planning, budgeting, procurement, and human resource management, ensuring smooth operations in line with government policies and regulations.

  • Attach relevant documents such as O and A Level   certificates, academic qualifications, transcripts, professional   qualifications, appointment letters, and promotion letters. Each   attachment must be in PDF format and must not exceed 1MB.

Financial Management:

  • Coordinate financial procedures of the Secretariat, ensuring compliance with regulatory standards and financial best practices.

  • Develop, review, and submit periodic financial statements to relevant offices for approval and oversight.

  • Establish and maintain sound internal financial control systems to monitor resource utilization, compliance, and financial efficiency.

  • Coordinate strategic planning and budget preparation for the Council, ensuring alignment with the organization's goals and available resources.


Administrative Management:

  • Coordinate the development of the Council’s workplans and budgets, ensuring they are consistent with the strategic plan.

  • Manage the human resource function, including recruitment, training, performance management, staff development, welfare, succession planning, and policy formulation.

  • Oversee procurement processes, ensuring they are transparent, timely, and provide value for money.

  • Ensure the proper management of Council assets and stores, in line with the Asset Management Framework and Stores Management guidelines.


Oversight and Reporting:

  • Review and provide advice on oversight issues, including responses to audits and other compliance inquiries.

  • Compile and review audit responses, ensuring that the Council complies with all recommendations and corrective actions.


Other Responsibilities:

  • Manage staff welfare, succession planning, and ensure policies for continuous development and welfare of personnel are in place.

  • Ensure that administrative policies are adhered to, and make recommendations for improvements to enhance operational efficiency.

  • Perform any other duties as assigned by the Secretary from time to time.

Education: Applicants must hold an Honours Bachelor’s Degree in one of the following fields from a recognized university or institution:

Postgraduate Qualifications: A Master’s Degree in one of the following areas:

Working Experience:
  • Applicants must have at least nine (9) years of relevant work experience as an administrator.

  • Three (3) of these years must have been served at the Senior Officer level in government or an equivalent position in a reputable organization.
