Job Description
The incumbent will lead and manage all aspects of payroll operations, from input verification and system management to statutory reporting and compliance. The role includes the supervision of payroll staff, reconciliation of payroll accounts, resolution of discrepancies, and ensuring data integrity. The Manager will liaise with both internal and external stakeholders, handle audit queries, and contribute to strategic and operational reporting. Additionally, the role supports institutional development by driving continuous improvement, policy development, and implementation of best practices in payroll processes.

How to Apply
HR Input Management and Monthly Payroll Processing
Validate banking, tax, and departmental data for new employees
Ensure accurate salary adjustments and contract classifications
Process backpay, leave pay, and employee allowances
Supervise inputs for garnishee orders, subsistence, travel claims, and advances
Oversee data entry and ensure the integrity of payroll input
System Setup and Data Management
Maintain accurate system details including salary scales, GL accounts, tax codes
Update statutory reporting structures and earnings/deductions codes
Monthly Reconciliations and Statutory Compliance
Ensure employee tax compliance and timely payments to tax authorities
Conduct Bi-Annual and Annual reconciliations and submit statutory reports
Prepare third-party reconciliations and manage payments to providers (pension, medical aid, etc.)
Team and Resource Management
Supervise and develop payroll staff
Oversee recruitment, onboarding, and performance management
Facilitate training and staff capacity-building
Address employee relations matters and manage staff leave records
Monitoring, Evaluation, and Reporting
Support audits and resolve payroll-related discrepancies
Prepare payroll reports for financial statements and operational reviews
Consult with stakeholders and integrate best practices in payroll management
Policy and Strategic Engagement
Review and improve payroll procedures and policies
Draft communication materials and manuals for staff awareness
Resolve payroll queries professionally and ensure timely responses
Facilitate institutional communication on payroll processes
Minimum Requirements:
BCom Degree in Financial Management or Accounting
At least 5 years’ experience in a supervisory or senior practitioner payroll role
Recommendations:
Experience in higher education payroll systems (e.g., ITS) is advantageous
Competencies:
Strong leadership and people management skills
Advanced understanding of payroll legislation and statutory compliance
Excellent analytical, communication, and problem-solving skills
Proficiency in MS Office and payroll software
Ability to handle sensitive and confidential information
