Job Description

Duties, Roles and Responsibilities

Malaria Consortium is recruiting for Monitoring & Evaluation Officer to join our team that will be conducting a pilot project to enhance routine malaria data quality and use for decision-making at district and Health Facility levels in Kotido and Oyam Districts, Uganda.

Design and Planning

  • M&E Framework Development: Designing comprehensive M&E frameworks and systems for projects, including defining indicators, data collection methods, and reporting structures.

  • Baseline Studies: Conducting baseline studies to establish initial data points for monitoring progress.

  • M&E Plans: Developing detailed M&E plans that outline data collection schedules, responsibilities, and methodologies.


Data Collection and Management

  • Data Collection Tools: Designing and testing data collection tools such as surveys, questionnaires, interview guides, and observation checklists.

  • Data Gathering: Collecting quantitative and qualitative data from various sources, including field visits, surveys, interviews, and focus group discussions.

  • Data Entry and Storage: Ensuring accurate data entry, storage, and management in appropriate databases or software systems.


Monitoring

  • Regular Monitoring: Conducting regular monitoring visits to project sites to verify data, assess progress, and ensure compliance with project plans.

  • Performance Tracking: Tracking project performance against established indicators and targets.

  • Problem Identification: Identifying and reporting any issues, challenges, or deviations from the project plan.


Evaluation

  • Impact Assessments: Conducting mid-term and end-line evaluations to assess the impact and outcomes of projects.

  • Data Analysis: Analyzing collected data using statistical tools and software to derive meaningful insights.

  • Reporting: Preparing detailed M&E reports that summarize findings, highlight achievements, and provide recommendations for improvement.


Reporting and Communication

  • Progress Reports: Preparing regular progress reports for internal and external stakeholders, including donors, project partners, and management.

  • Dashboards: Developing and maintaining dashboards to visualize key performance indicators (KPIs) and project status.

  • Presentation of Findings: Presenting M&E findings to project teams, management, and stakeholders to inform decision-making.

  • An undergraduate degree in Statistics, Project Management, Public Health, Monitoring and Evaluation or a related subject.

  • Proven experience with performance monitoring and evaluation for international or national development projects, including developing performance indicators, data collection and analysis.

  • Proven experience in the design and implementation of data collection and data management systems

  • Demonstrable experience in data analysis and evaluation

  • Experience in translating data into accessible reports for diverse audiences

  • Demonstrable experience conducting surveys

  • Knowledge of project management techniques and tools

  • Familiarity with the Ugandan health system

  • Experience in writing project reports

  • Experience conducting qualitative data collection and analysis
