Job Title: Legal Officer – Regulatory Compliance
Organisation: National Social Security Fund (NSSF)
Duty Station: Kampala, Uganda
Reports to: Manager Regulatory Compliance
The Legal Officer – Regulatory Compliance will assist the Manager Regulatory Compliance, the Senior Manager Legal and Regulatory Affairs and Corporation Secretary/ Chief Legal Officer in ensuring that NSSF adheres to all applicable laws, regulations, and internal policies. This role is critical in managing legal and regulatory compliance risks, conducting regulatory compliance audits, reviews, gap analyses and providing legal advice, support and guidance on regulatory matters.

How to Apply
Legal and Regulatory Compliance Monitoring and Reporting
Monitor and interpret relevant laws, regulations, and guidelines affecting the Fund.
Review of internal policies and procedures to ensure alignment with the laws and regulations.
Regularly prepare and submit regulatory compliance reports to the Manager Regulatory Compliance and or the Senior Manager Legal and Regulatory Affairs and the Corporation Secretary/Chief Legal Officer as required.
Provide support in stakeholder sensitization and training as and when required
Stay updated on regulatory changes and advise the organization on necessary adjustments to policies and practices.
Legal and Regulatory Compliance audits
Conduct legal and regulatory compliance audits and reviews to ensure adherence to regulations and internal policies.
Assist in identifying and assessing legal and regulatory compliance risks and developing mitigation strategies.
Collaborate with other departments to ensure comprehensive legal risk management and regulatory compliance.
Support and liaise with other departments to ensure that legal risks are identified, and appropriate courses of action are taken to ensure overall compliance.
Legal Research and Advisory services
Prepare comprehensive legal opinions on an array of legal and regulatory matters for the Manager Regulatory Compliance and or the Senior Manager Legal and Regulatory Affairs and or the Corporation Secretary/Chief Legal Officer.
Conduct legal research on regulatory issues affecting NSSF including corporate matters and governance.
Assist in drafting and reviewing contracts, agreements, and other legal documents to ensure compliance with applicable laws and regulations.
Training and Awareness
Support the development and delivery of comprehensive training programs for staff focusing on regulatory compliance issues, internal policies, and best practices.
Regularly disseminate updated legal guidelines and requirements to provide clear and concise legal information and interpretation of relevant laws and regulations.
Support in the fostering of a culture of regulatory compliance and ethical behavior within the organization through continuous communication and training initiatives.
Documentation and record keeping
Maintain accurate records of legal and regulatory compliance activities, including audits, investigations, and training sessions.
Ensure that all legal and regulatory compliance documentation is up-to-date and easily accessible.
Maintaining all legal and regulatory compliance archives such as Compliance Universe, Legal Opinions repository et al.
A minimum of a Second-Class Lower Bachelor of Laws Degree (LLB) from a recognized University
Postgraduate Diploma in Legal Practice
Valid Practicing Certificate
Certification in compliance or related field is an added advantage.
Work Experience:
3-5 years of post-enrolment experience in Legal and regulatory compliance in a busy law firm, a busy commercial entity/Corporation, or a Government Department/ Agency.
Additional Skills:
In-depth knowledge of relevant laws, regulations, and compliance standards.
Excellent communication and interpersonal skills, with the ability to interact effectively with external and internal stakeholders.
Ability to work independently and as part of a team to meet various stakeholder deadlines
Demonstrated ability to create legal defensive or proactive strategies
High degree of professional ethics and integrity
Sound judgement and ability to analyze situations and information
Good self-leadership and management skills
Strong organization skills and attention to detail with the ability to maintain accurate records.
Ability to relate effectively across different levels of authority
Strong analytical skills with the ability to interpret and apply complex regulations and standards.
Strong written / verbal communication skills for drafting opinions, reports, policies, and training materials
Interpersonal, and relationship building skills with the ability to work effectively with various internal and external stakeholders
Strong computer skills (Word, Excel, Power Point, database, etc.)
