The Commission on Administrative Justice (CAJ), also known as the Office of the Ombudsman, is a Constitutional Commission established under Article 59(4) and Chapter Fifteen of the Constitution and operationalized through the Commission on Administrative Justice Act, 2011. The Commission’s core mandate includes promoting administrative justice, investigating maladministration in public offices, and upholding the right of access to information under the Access to Information Act (ATI Act).

Job Description
The intern will be responsible for receiving and reviewing access to information (ATI) applications and assisting in inquiries into potential violations of the ATI Act. The role includes supporting ATI hearings, preparing legal instruments, conducting research, and participating in the development of policies and regulations. The intern will also aid in sensitization and training of public and private entities on compliance with ATI legislation and support the review of public entities’ compliance reports.
Duties, Roles and Responsibilities
Assist in receiving and reviewing applications under the Access to Information (ATI) Act
Support inquiries into alleged violations of the ATI Act
Provide assistance during ATI hearings
Participate in on-site inspections and data collection
Draft legal instruments such as summons and orders
Conduct legal research on ATI-related case law, advisories, and determinations
Contribute to the development of ATI regulations, model laws, policies, and guidelines
Assist in awareness and sensitization campaigns to support ATI implementation
Help assess ATI implementation reports from public entities
Prepare advisory notes and technical guidance on ATI compliance
Perform other duties as assigned by the Commission
Qualifications, Education and Competencies
Bachelor’s Degree in Law from a recognized institution
Strong research and legal writing skills
Understanding of constitutional and administrative law frameworks
Good communication and analytical abilities
Commitment to transparency, public accountability, and human rights principles
