About the Organisation

The Uganda Retirement Benefits Regulatory Authority (URBRA) is a government-owned, semi-autonomous agency established by virtue of section 2 of the Uganda Retirement Benefits Regulatory Authority Act 2011, Act No. 15 of 2011. It is responsible for regulating, licensing, supervising, and controlling the retirement sector in Uganda in both the private and public sectors. The Authority is responsible for supervising Institutions which provide retirement benefits products and services.

Job Description

The Uganda Retirement Benefits Regulatory Authority (URBRA) was established pursuant to section 2 of the Uganda Retirement Benefits Regulatory Authority Act 2011, No. 15 of 2011. It is an autonomous body responsible for regulating the establishment, management and operation of retirement benefits schemes in Uganda in both private and public sectors.
The Internal Auditor will review, evaluate, and contribute to the improved effectiveness of risk management, control, and governance processes and perform audit assignments in ac- cordance with the Internal Audit Charter.

Duties and Responsibilities

  • To plan and conduct audits in accordance with the standards and best practices of the profession.

  • To evaluate the adequacy and effectiveness of the internal controls, risk management, governance, and compliance processes of the organization.

  • To identify and communicate any weaknesses, deficiencies, or issues that may affect the achievement of the organization's objectives or expose it to significant risks.

  • To provide recommendations and solutions to improve the internal controls, risk management, governance, and compliance processes of the organization.

  • To follow up on the implementation and effectiveness of the corrective actions taken by the management in response to the audit findings and recommendations.

  • To maintain a high level of professionalism, integrity, independence, objectivity, and confidentiality in performing the audit activities.

  • To communicate and collaborate effectively with the management, the audit committee, the external auditors, and other stakeholders.

  • To keep abreast of the latest developments and trends in the profession, the industry, and the regulatory environment.

  • To continuously enhance their knowledge, skills, and competencies through training and development programs.

Qualifications and Competencies

  • Integrity:

    An internal auditor should adhere to the highest standards of ethics and professionalism, and act with honesty, objectivity and independence in all aspects of their work.


  • Knowledge:

    An internal auditor should have a thorough understanding of the organization's objectives, risks, processes, controls and governance, as well as the relevant standards, regulations and best practices applicable to their field of audit.


  • Communication:

    An internal auditor should be able to communicate clearly, concisely and persuasively, both orally and in writing, with different levels of stakeholders, such as management, staff, external auditors and regulators.


  • Analytical:

    An internal auditor should be able to apply logical reasoning, critical thinking and problem-solving skills to identify issues, evaluate evidence, draw conclusions and provide recommendations.


  • Curiosity:

    An internal auditor should have a keen interest in learning new things, exploring different perspectives and challenging assumptions, in order to gain a deeper insight into the organization's operations and performance.


  • Adaptability:

    An internal auditor should be able to cope with changing priorities, deadlines and expectations, and adjust their approach and methods accordingly, while maintaining quality and consistency.
