Job Description

DRC Uganda is currently looking for a highly qualified and motivated individual to join our dynamic team as Information Management Specialist.

The overall purpose of the role: The Information Management Specialist will play a critical role in supporting DRC Uganda’s programs by ensuring effective information management systems, ensuring that data is accurately captured and accessible for analysis, and high-quality reporting that contribute to accountability, learning, informed decision-making and strategy development. He/She will work closely with IT and all other departments, coordinating with DRC Uganda technical and implementation team, Regional Office and HQ to ensure that information management systems are efficient, effective, and aligned with DRC’s operational goals.

Duties, Roles and Responsibilities

Your main duties and responsibilities will be:

Information System Development and Management:

  • Lead the design, development, and implementation of information management systems, ensuring they meet DRC”s data collection, capture, analysis and reporting needs across all projects and sectors.
  • Translate program logical frameworks, indicators, and donor requirements into structured data systems and workflows including development of tools, templates and database in the IMS
  • Define data flows, user roles, access controls, and system architecture for both online and offline environments.
  • Maintain and regularly update DRC”s information systems and ensure interoperability between tools (e.g., Kobo, Power BI, Excel, central databases).
  • Provide strategic contributions to DRC-Uganda”s policies, procedures and guidelines for information management while executing a long-term vision aligned with the organization’s vision and mission.
  • Ensure that information management processes are standardized across all projects and sectors, in line with DRC’s Global and Country-level Strategies.
  • Review and update the IM risk matrix and work on mitigation measures and strategies.
  • Map program activities and operations by using GIS or any other web-based system that reflects areas, sectors and type of intervention.
  • Generate new Information Management (IM) products when needed and requested.
  • Produce high-quality and decision-oriented information products including factsheets, infographics and situation reports (Sitreps).
  • Support in the development and management of budget and procurement plans related to the IM unit.
  • Develop TORs for any IM consultancies while ensuring close supervision and coordination with the consultants to achieve desired deliverables.
  • Support in the development/ contextualization of the country”s IM strategy and strategic implementation plan.
  • Develop Go Digital initiatives as per the DRC strategy.

Data Collection, Analysis, and Reporting:

  • Design advanced digital data collection tools both online and offline including: complex skip logic, constraints, validation rules, and preloaded datasets (e.g., beneficiary lists)
  • Pilot, test and refine digital data collection tools before deployment to field teams and troubleshoot data collection issues in real-time during field exercises.
  • Manage server configurations, form deployment and user permissions of the information management system (s)
  • Conduct descriptive, inferential and trends analysis to support project performance indicator monitoring.
  • Work closely with the Area MEAL Team, Technical and Implementation team, to ensure design and implementation of robust data analysis frameworks for surveys, assessments, evaluations, and monitoring results, ensuring high-quality insights that inform program performance and strategic decision-making.
  • Design and maintain interactive dashboards tailored to different users (Senior Management Team, programmes, operations) to provide real-time analysis of project indicators.
  • Ensure the integration of geospatial data into programme analysis (e.g programme coverage, accessibility mapping) to influence programme targeting, planning and resource distribution

Capacity Building and Support:

  • Develop structured training plans for staff on the information management system navigation, digital data collection tools, data quality standards, analysis and visualization.
  • Provide ongoing hands-on technical backstopping support to program, technical and implementation teams and MEAL team on information management processes, systems and tools ensuring they can effectively collect and manage program data.
  • Assess and build IM capacity of local partners.
  • Act as the internal technical lead on all IM-related issues.

Data Quality and Protection:

  • Ensure data protection, compliance and confidentiality are maintained in line with DRC”s data protection policies and international standards (e.g General Data Protection Regulation principles)
  • Conduct data risk assessments, including mitigation plans for sensitive data (e.g protection cases)
  • Develop and implement data quality assurance processes to ensure the accuracy, reliability, and timeliness of data collected across programs.
  • Regularly review and audit data collection processes to identify and address potential issues in data quality and security.
  • Continuously assess and improve IM systems based on user feedback and operational needs.

Collaboration and Coordination:

  • Work closely with program teams, MEAL, IT department and partners to ensure data needs are met and systems are integrated into broader program strategies.
  • Coordinate with external partners, including UN agencies, NGOs, and government bodies, to ensure data sharing and reporting are aligned with national, international, & sector frameworks, donor standards and requirements.
  • Represent DRC in Information Management Technical Working Groups (TWGs) and coordination forums.
  • Share data and information products with partners in line with data-sharing agreements.
  • Contribute to joint assessments and inter-agency reporting initiatives.

Monitoring, Evaluation, Accountability, and Learning (MEAL) Support:

  • Collaborate with the MEAL team to ensure that information management activities support wider monitoring, evaluation, accountability, and learning goals.
  • Support needs assessments, baseline/endline studies, and evaluations with robust analytical approaches.
  • Assist in documenting success stories, evidence briefs and case studies from program data, ensuring these insights inform future program design and implementation.
  • Ensure institutional memory through proper archiving and retrieval systems.
  • Perform any other tasks assigned.
