Job Description
As the most senior HSE team member, the HSE Manager reports directly to the Chief Executive Officer and is responsible for developing and executing LTWP's HSE strategy. The role oversees HSE risk identification, planning, assessments, audits, compliance with regulatory standards, and incident management. The position also entails mentoring and leading a team of HSE professionals, implementing safety systems, and driving a culture of safety across all operations and contractor activities.

How to Apply
Develop and execute the company-wide HSE strategy.
Review and update safety programs, policies, and procedures.
Conduct risk assessments and develop safety plans.
Ensure compliance with Kenyan legislation and international standards (OSHA, IFC, World Bank, ILO).
Plan and supervise HSE inspections, training, drills, and incident investigations.
Manage and mentor the HSE team (Senior Officer, Officer, Junior Officer, Intern).
Implement digital safety tools and achieve 100% digitisation of HSE reports.
Ensure proper contractor HSE onboarding, inspections, and compliance.
Maintain accurate records, reports, licenses, permits, and ensure audit readiness.
Produce quarterly HSE reports and lead structured audits.
Identify training needs and lead team capacity development.
Promote safety leadership and accountability across departments.
Qualifications:
Bachelor’s Degree in Health and Safety, Environmental Studies, or related field.
NEBOSH International General Certificate (IGC) or equivalent.
Additional certifications such as ISO 45001, ISO 14001, First Aid, or Fire Safety preferred.
CSP, CIH, or ISM membership is an advantage.
Experience:
Minimum 7 years of HSE management experience in the energy or infrastructure sector.
Experience in remote project environments (e.g., Marsabit County) is an asset.
Strong knowledge of OSHA Act (2007), emergency safety systems, and risk mitigation.
Proven experience in audits, incident reporting, and developing Emergency Response Plans (ERPs).
Competencies:

In-depth understanding of regulatory compliance.
Risk assessment and mitigation expertise.
Strong planning, mentoring, and documentation skills.
