About the Organisation
Kabarole District is Located in Western Uganda at a road Distance of 300 km from Kampala the capital city. It has an estimated population of 318,216 (Census 2014) and a population growth rate of 2.3 per annum. The District lies at an altitude of 1300-3800 meters above sea level. It borders with Bunyangabu in the south, Kamwenge in South East, Kyenjojo in the East, Bundibugyo and Ntoroko in the Northwest and Kibaale in the North east.
The District has good climate with temperatures ranging from 20°C to 30°C and rainfall ranging from 1,200mm – 1,500 mm per annum. The District has cool temperatures averaging between 22°-25°C and has a bimodal rainfall, ranging from 1200mm – 1500mm per annum. The district has three distinct agro-ecological zones i.e. North-eastern zone, the Middle zone and the Highland (Mountain) zone. The three different zones offer different opportunities for commercial agriculture ranging from tea, dairy cattle, bananas, coffee, Apiary, and Horticulture. In addition the district is covered by rolling hills and mountains with acidic soils which have favoured tea growing. Furthermore the District is covered with good soils conducive for agriculture where geological divisions show that 90% of the district is covered with black loam (volcanic) soil while a few places especially in Busoro and parts of Hakibaale sub counties have red sandy clay loams occasionally underlain by soft laterites.

Job Description
Applications are invited from suitable qualified Ugandans to fill vacant post that exist in Kabarole District Local Government on Replacement Basis. Applications should be submitted in triplicate on Public Service Commission Form 3 (Revised 2008) to the Secretary District Service Commission, Kabarole P.O. Box 38, Fort Portal not later than 26th April 2024 at 5pm which is a closing date.
Application Forms can be obtained from Public Service Commission Offices situated on 2nd Floor, Farmers House, Kampala and District Service Commission Office all over the County.
Applications should bear the title of the post clearly applied for and its reference number specified against the vacancy. Certified copies of academic certificates, transcripts, National Identify Card and a recent Passport photograph must be attached on all the three (3) Forms.
Serving Officers MUST route their applications through their Accounting Officers/Responsible Officers who should be informed of the closing date to avoid delays.

Duties and Responsibilities
Medical Records Management: Organize and maintain patient medical records and health information in electronic or paper format. Ensure accuracy, completeness, and confidentiality of patient information.
Coding and Classification: Assign appropriate diagnostic and procedural codes to patient encounters based on physician documentation, using standard code sets such as ICD-10-CM, CPT, and HCPCS.
Data Entry and Retrieval: Enter patient information, medical history, diagnostic tests, treatments, and other relevant data into electronic health record (EHR) systems or databases. Retrieve and update patient records as needed.
Quality Assurance: Review medical records for accuracy, completeness, and compliance with regulatory requirements. Identify discrepancies or missing information and follow up with healthcare providers for clarification or correction.
Billing and Reimbursement: Assist with billing and reimbursement processes by ensuring that coded medical records accurately reflect services provided and support claims submission to insurance payers.
Release of Information: Process requests for release of medical records in accordance with HIPAA regulations and institutional policies. Provide copies of medical records to patients, healthcare providers, insurance companies, and other authorized parties as requested.
Auditing and Compliance: Participate in internal and external audits of health information management practices to ensure compliance with regulatory requirements and industry standards.
Training and Support: Provide training and support to healthcare providers and staff on proper documentation practices, coding guidelines, and use of health information technology systems.
Research and Reporting: Assist with research projects, data analysis, and reporting related to health information management, quality improvement initiatives, and healthcare outcomes.
Continuing Education: Stay current on developments in health information management, coding practices, and regulatory changes through continuing education, professional development activities, and participation in industry associations.

Qualifications and Competencies
Education: A minimum of a high school diploma or equivalent is typically required. Some employers may prefer candidates with post-secondary education or certification in health information management or a related field.
Certification: Depending on the jurisdiction and employer requirements, certification as a Registered Health Information Technician (RHIT) or Certified Coding Associate (CCA) may be preferred or required.
Knowledge of Medical Terminology: Familiarity with medical terminology, anatomy, and physiology is essential for accurately interpreting and coding medical records.
Computer Skills: Proficiency in computer applications and software used in health information management, such as electronic health record (EHR) systems, coding software, and Microsoft Office suite.
Attention to Detail: Strong attention to detail is critical for accurately reviewing and coding medical records, maintaining data integrity, and ensuring compliance with regulatory requirements.
Analytical Skills: Ability to analyze medical records, diagnostic information, and physician documentation to assign appropriate codes for diagnoses, procedures, and treatments.
Ethical Standards: Understanding of and commitment to maintaining patient confidentiality and adhering to ethical standards in handling sensitive health information.
Communication Skills: Effective communication skills, both verbal and written, to interact with healthcare providers, coding specialists, and other members of the healthcare team.
Organization and Time Management: Strong organizational skills and the ability to manage multiple tasks and priorities efficiently within established deadlines.
Regulatory Knowledge: Understanding of healthcare regulations, reimbursement policies, and coding guidelines, such as those established by the Health Insurance Portability and Accountability Act (HIPAA), Centers for Medicare & Medicaid Services (CMS), and International Classification of Diseases (ICD) coding system.
Customer Service: Ability to provide courteous and professional customer service to patients, healthcare providers, and other stakeholders who may require assistance or information regarding health information management.
