About the Organisation

The Uganda Investment Authority (UIA) is a semi-autonomous government agency operating in partnership with the private sector and the Government of Uganda to drive national economic growth and development. The Authority was set up by an Act of Parliament (Investment Code 1991, which was later revised to the Edition 2000 Laws of Uganda) 2019 with the aim of promoting and facilitating private sector investment in Uganda.

The ability of the Authority to fulfill its mandate primarily lies in the way in which its Human Resource is managed from the point of entry, stay, exit and post-exit. It is a policy of UIA to attract and retain a highly qualified and competitive workforce to fulfill its mandate and hence the need to fill the vacant positions.

Job Description

Uganda Investment Authority (UIA) is a statutory agency which is mandated to promote, attract, facilitate, register, monitor and evaluate all forms of investments and business activities in Uganda as per the Investment Code Act, 2019.

It is on the basis of this mandate that UIA initiates and supports measures that enhance investments in Uganda and advises Government of appropriate policies conducive for investment promotion and growth in the country.

UIA seeks to recruit highly Competent, Experienced and Motivated qualified individuals to fill the following position

Duties and Responsibilities

  • Developing Procurement Policies and Procedures: Establishing and maintaining procurement policies, procedures, and guidelines in accordance with legal and regulatory requirements, industry best practices, and organizational objectives.

  • Strategic Planning: Developing strategic procurement plans that align with the organization's goals and objectives. This involves identifying opportunities for cost savings, process improvements, and supplier relationship management.

  • Budgeting and Forecasting: Collaborating with finance and budgeting teams to develop procurement budgets and forecasts. Monitoring procurement expenditures and ensuring compliance with budgetary constraints.

  • Sourcing and Supplier Management: Identifying, evaluating, and selecting suppliers/vendors based on factors such as quality, price, reliability, and service level agreements. Negotiating contracts and agreements with suppliers to ensure favorable terms and conditions.

  • Procurement Process Management: Overseeing the end-to-end procurement process, including requisitioning, sourcing, purchasing, receiving, and payment. Implementing efficient procurement workflows and systems to streamline processes and improve productivity.

  • Contract Management: Managing contracts and agreements with suppliers/vendors throughout the procurement lifecycle. Ensuring contract compliance, monitoring performance, and resolving disputes or discrepancies as needed.

  • Risk Management: Identifying and mitigating procurement risks, such as supply chain disruptions, price fluctuations, quality issues, and legal/regulatory compliance. Implementing risk management strategies to safeguard the organization's interests.

  • Compliance and Ethics: Ensuring compliance with relevant procurement laws, regulations, and policies. Upholding ethical standards and promoting transparency, fairness, and integrity in procurement practices.

  • Supplier Diversity and Sustainability: Promoting supplier diversity initiatives to support small and minority-owned businesses. Integrating sustainability criteria into procurement decisions to minimize environmental impact and promote social responsibility.

  • Performance Monitoring and Reporting: Establishing key performance indicators (KPIs) to measure procurement performance and effectiveness. Generating regular reports and dashboards to track procurement metrics and communicate results to stakeholders.

  • Training and Development: Providing training and development opportunities for procurement staff to enhance their skills and knowledge. Ensuring that procurement team members are equipped to perform their roles effectively and contribute to organizational success.

  • Disposal and Asset Management: Managing the disposal of surplus or obsolete assets in compliance with relevant regulations and organizational policies. Implementing asset tracking and management systems to optimize asset utilization and lifecycle management.

  • Stakeholder Engagement: Collaborating with internal stakeholders, such as department heads, project managers, and finance teams, to understand their procurement needs and requirements. Building strong relationships with external stakeholders, such as suppliers, vendors, and regulatory authorities.

  • Continuous Improvement: Identifying opportunities for process improvements, automation, and innovation in procurement practices. Implementing best practices and lessons learned to drive continuous improvement and enhance procurement efficiency and effectiveness.

Qualifications and Competencies

  • Education: A bachelor's degree in a relevant field such as business administration, supply chain management, procurement, logistics, or a related discipline is often required. Some employers may prefer candidates with a master's degree or professional certifications in procurement or supply chain management.

  • Professional Experience: Significant experience in procurement, supply chain management, or related fields is typically required for leadership roles in procurement units. This may include at least 5-10 years of progressive experience in procurement roles, with increasing levels of responsibility and leadership.

  • Procurement Expertise: In-depth knowledge of procurement principles, practices, and procedures. Familiarity with procurement laws, regulations, and best practices is essential for ensuring compliance and effective procurement operations.

  • Contract Management Skills: Proficiency in contract management, including drafting, negotiating, and managing contracts and agreements with suppliers/vendors. Experience in contract administration, performance monitoring, and dispute resolution is beneficial.

  • Supplier Relationship Management: Strong skills in supplier evaluation, selection, and relationship management. The ability to identify and develop strategic supplier partnerships to meet organizational goals and objectives.

  • Financial Acumen: Understanding of financial principles and budgeting processes. The ability to develop and manage procurement budgets, track expenditures, and analyze cost-saving opportunities.

  • Analytical Skills: Strong analytical skills to evaluate procurement data, identify trends, and make data-driven decisions. Proficiency in using procurement analytics tools and software for data analysis and reporting.

  • Project Management Skills: Project management skills to effectively plan, organize, and manage procurement projects and initiatives. Experience in leading cross-functional teams and coordinating procurement activities across multiple projects or departments.

  • Leadership Abilities: Leadership qualities to inspire and motivate procurement team members, foster teamwork, and drive performance excellence. The ability to provide clear direction, set goals, and empower staff to achieve objectives.

  • Communication Skills: Excellent communication skills, both verbal and written, to effectively communicate with internal stakeholders, external suppliers, and other relevant parties. The ability to articulate procurement strategies, negotiate agreements, and resolve conflicts diplomatically.

  • Ethical Conduct: Commitment to upholding ethical standards and integrity in procurement practices. The ability to adhere to procurement laws, regulations, and organizational policies, and promote transparency, fairness, and accountability.

  • Problem-Solving Abilities: Strong problem-solving skills to address complex procurement challenges, mitigate risks, and resolve issues effectively. The ability to think critically, analyze problems, and develop innovative solutions.

  • Change Management Skills: Proficiency in change management principles and practices to lead organizational change initiatives related to procurement processes, systems, or strategies. The ability to manage resistance to change and facilitate successful implementation.

  • Adaptability: Flexibility and adaptability to thrive in a dynamic and evolving procurement environment. The ability to adjust to changing priorities, requirements, and circumstances while maintaining focus on achieving procurement objectives.

  • Continuous Learning: Commitment to ongoing professional development and staying abreast of industry trends, best practices, and emerging technologies in procurement and supply chain management.
