We are looking for a suitable candidate to take on the role of Head of Finance and Support Services.
This position will provide leadership and technical support to the Finance, Supply Shain and Information
Technology (IT) teams, ensuring the highest level of compliance and financial accountability across all units in PSI Uganda. S/he will work closely with the Country Representative to drive collaboration among the program and support teams on financial performance, reporting, compliance and sub award management.
In doing so, s/he will play a key role in ensuring that all PSI support teams have the required tools, processes and talent to meet their objective of acting as strategic partners to the rest of the organization. The Head of Finance and Support Services will continuously seek to ensure/improve efficiency, integrity and transparency of financial, supply chain and sub-grants financial management operations.
Your contribution:
Initiate, develop and review the SMART annual objectives with the managers of Finance, Supply
Chain Management and IT that are linked to platform minimum standards, platform strategic plans and donor deliverables.
Initiate, articulate, review the development and execution of strategies, systems, procedures and policies for enhancing performance pertaining to Finance, Supply Chain Management and IT departments to achieve set annual objectives, adhere to organization policies and budgets.
Adopt, disseminate, operationalize and ensure compliance with PSI Global finance and compliance
policies & procedures (e.g. SOPs, SR management tools), donor rules & regulations and respective laws of Uganda (e.g. taxation laws & other statutory requirements). Also coordinate and escalate to PSI Washington’s Field Finance Support team where potential conflicts are identified or where training & support is needed
Initiate, review and monitor risk management systems, policies and procedures for the Finance,
Supply Chain Management and IT departments.
Ensure timely and accurate production of monthly financial reports, donor reports and any statutory reports. Lead the monthly performance review process to ensure accountability for donor funds.
Review and approve financial and narrative reports and transactions to vendors, donors, PSI and other stakeholders.
Ensure timely engagement of external auditors, preparation, management and successful
Uganda conclusion of all auditing activities (internal, external, donor, LFA etc.) at PSI Uganda and PSI/HQ;
Including ensuring that management comments are addressed, and recommendations are implemented.
Review and approve Operating Advance Requests (OARs) for cash advances from headquarters, manage cash flow in the country office and maintain relationships with local banks.
Ensure timely and accurate payments to employees (payroll, travel advances, etc.), suppliers and other stakeholders.
Manage the processing of contracts and transactions to third parties; financial and narrative reports to vendors, donors, PSI and the preparation of annual returns to the National NGO board in a timely manner.
As part of the Senior Management Team, contribute to the development and implementation of the strategic vision of PSI Uganda.
Ensure effective control/tracking of PSI and its Donor’s physical assets & inventory, including
adequate insurance cover, plus maintenance of accurate records for the same.

Qualifications and Experience:
A Master’s Degree in business administration, finance, accounting, or other relevant field or
Bachelor’s degree plus CPA of other internationally recognized accounting designation.
Minimum 7 years’ experience in a senior management role.
Experience of working for a not-for-profit organization; must be familiar with not-for-profit finance
and accounting regulations and of supporting financial reporting to a variety of donors.
Proven track record of success facilitating progressive organizational change and development
within a growing organization.
Familiarity with Supply Chain and IT Management or systems is desirable.
Strong working knowledge of spreadsheets is required, and knowledge of QuickBooks Enterprise is desirable.
