It was established under the Petroleum (Exploration, Development and Production) Act and the Petroleum (Refining, Conversion, Transmission and Midstream Storage) Act, both enacted in 2013, and incorporated under the Companies Act, 2012.
UNOC is mandated to manage the State’s commercial interests in Uganda’s oil and gas sector, ensuring sustainable exploitation of petroleum resources.

Job Title: Head – Treasury and Financial Accounting (1 Vacancy)
Reports To: Chief Financial Officer
Job Purpose
The Head of Treasury and Financial Accounting will be responsible for overseeing and ensuring the efficient management of company-wide treasury operations, transactional accounting, financial reporting, liquidity and investment management, financial analysis, and a strong internal control environment. The role is critical in safeguarding the financial integrity and stability of UNOC and its subsidiaries.
Duties, Roles and Responsibilities
Lead the development and monitoring of cash flow forecasts and plans.
Identify and recommend financing options for ongoing operations and new projects.
Manage the treasury investment portfolio to minimize idle cash and optimize returns.
Monitor and mitigate interest rate and foreign exchange exposure.
Prepare and review treasury reports and ensure compliance with policies and regulations.
Manage the company’s banking relationships to ensure efficient treasury operations and optimal financing structures.
Maintain effective relationships with financial institutions.
Monitor and manage inter-company funding arrangements.
Review and validate financial models for key projects and business ventures.
Oversee the preparation of statutory accounts for UNOC, Uganda Refinery Holding Company, and Uganda Pipeline Company in compliance with IFRS.
Coordinate periodic petroleum revenue reporting for both operated and non-operated assets.
Ensure compliance with all relevant legal and regulatory requirements.
Provide technical analysis on new or revised IFRS standards.
Prepare accurate monthly, quarterly, and annual financial and management reports.
Develop and implement finance and treasury policies and procedures.
Design and review efficient business processes and systems.
Implement and monitor the financial control framework.
Maintain and manage the department’s risk register.
Safeguard the integrity and accuracy of financial data and information.
Oversee both internal and external audit processes.
Maintain a financial compliance checklist for ongoing monitoring.
Address finance-related audit findings and ensure timely implementation of recommendations.
Review monthly Joint Interest Billings and Cash Calls from Joint Venture (JV) partners.
Ensure compliance with financial obligations under Upstream JOAs and Midstream governance mechanisms.
Participate in periodic Joint Venture meetings such as TPMs, FTMS, TCMs, and FCMs.
Coordinate updates and maintenance of the non-operated assets structure.
Contribute to the review, negotiation, and implementation of Joint Venture Partner Agreements.
Support audits conducted by Joint Venture Partners.
Maintain the company’s Chart of Accounts, Work Breakdown Structure (WBS), and Cost Breakdown Structure (CBS).
Follow up on Cost Recovery Audits for Non-Operated Assets in accordance with PSA provisions.
Monitor and control budgets to prevent over-expenditure across UNOC and its subsidiaries.
Lead, coach, mentor, and develop the treasury and accounting team.
Perform any other duties assigned by the supervisor.
Qualifications, Education and Competencies
A Bachelor’s Degree (Hons) in Commerce, Finance, Accounting, Business Administration, or a related field from a recognized university.
A Master’s Degree in Business Administration or a related discipline.
Full professional accounting qualification such as ACCA, CPA, CMA, or CIA.
A minimum of 10 years’ experience, with at least 5 years at a senior/managerial level, in a reputable and dynamic organization.
Proven experience in strategy implementation, business planning, and financial reporting in complex environments.
Demonstrated proficiency in analyzing, refining, and presenting financial data.
Solid knowledge of Oil & Gas sector operations is an advantage.
Strong proficiency in MS Office and Enterprise Resource Planning (ERP) systems.
