Job Description
The GEO Evaluation Consultant will support UNEP's Early Warning and Assessment Division in evaluating the Global Environment Outlook 7 (GEO-7) project. The review will focus on the project’s effectiveness in delivering sound scientific assessments, supporting policy decisions, and contributing to UNEP’s strategic objectives. The consultant will assess the implementation of specific project components, determine the relevance of environmental themes addressed, and evaluate how funding constraints have impacted delivery. The output will include a two-page review brief and a full evaluation report for internal and external use.
The consultant will work under the supervision of the UNEP Project Manager, Ignacio Sanchez Diaz, over a 4-month contract period.
Duties, Roles and Responsibilities
Review the GEO-7 project’s contribution to scientific assessments and policy relevance
Evaluate support to decision-making by policymakers and stakeholders
Assess project progress toward objectives on environmental themes of interest to governments
Evaluate delivery of project components such as digital platforms, knowledge products, and collaboration initiatives
Determine contributions to UNEP’s Medium-Term Strategy (MTS) 2022–2025 and Programme of Work 2022–2025
Analyze the impact of funding challenges on project implementation
Produce a 2-page Review Brief and a detailed evaluation report
Ensure overall quality and timeliness of review outputs
Qualifications, Education and Competencies
M.Sc. degree in environmental sciences, natural resources management, monitoring and evaluation, economics, or a related field
Minimum of 7 years of relevant technical or evaluation experience
Experience evaluating large-scale regional or global programmes using Theory of Change approaches is desirable
Strong understanding of project development, implementation, monitoring, and evaluation frameworks
Fluency in oral and written English is required; proficiency in French is desirable
Familiarity with UNEP’s work or the UN system is an added advantage
