Overview
The USAID/Urban Health Activity is working to reshape primary healthcare in urban settings, focusing on Kampala Capital City Authority (KCCA), Mukono, and Wakiso districts. To ensure the success of this transformation, understanding the dynamics of gender, youth, and social inclusion (GYSI) is crucial. This consultancy aims to explore how these factors influence health outcomes and inform the development of a GYSI action plan for the Urban Health Project.
The goal of the USAID/Urban Health Activity is to improve healthcare delivery, ensuring that services are accessible, inclusive, and responsive to the needs of all urban residents, especially marginalized groups. Through public-private partnerships, innovation in digital health, and community-driven interventions, the project seeks to decongest public facilities and enhance healthcare quality.
GYSI Assessment Purpose and Scope
The GYSI assessment will explore the gender, youth, and social determinants that affect health outcomes in the target districts. The findings will provide insights to inform the design and implementation of the GYSI action plan for the Urban Health Project. This plan will be guided by six domains of gender analysis: Access, Knowledge, Beliefs and Perception, Practices and Participation, Time and Space, Laws and Policies, and Power and Decision-making. The assessment will use an intersectional approach to identify and address the unique needs and constraints of different social identity groups.
Consultant Role
We are seeking an experienced consultant to lead the GYSI assessment in Kampala, Mukono, and Wakiso. The consultant will be supervised by the Technical Director and will carry out the study using mixed methods within a 45-day timeframe. The consultant will work closely with the project team to ensure the integration of gender, youth, and social inclusion considerations into the Urban Health Activity.
GYSI Assessment Goals
The primary goal of the GYSI assessment is to provide a comprehensive understanding of the gender, youth, and social factors influencing the health outcomes of the target population. The findings will help guide interventions at the community level, service delivery, stakeholder engagement, and policy levels.

How to Apply
Specific Objectives
Assess household and community gender dynamics, including access to and control over resources, beliefs, practices, time use, power relations, and norms related to health-seeking behaviors and governance.
Identify how gender, social norms, and power dynamics impact access to, participation in, and benefits from health services, especially for women, youth, and people with disabilities.
Evaluate the perceptions and attitudes of healthcare providers (both facility-based and community health workers) toward gender roles and norms, and their gender sensitivity in service delivery.
Investigate the impact of environmental degradation and climate change on health, and propose mitigation strategies for gender-diverse groups.
Identify policy-level considerations that affect urban health service access and uptake.
Provide actionable recommendations for enhancing gender and youth inclusion in Urban Health interventions.
Assessment Approach and Methodology
The consultant will develop a comprehensive research protocol and data collection tools, ensuring the GYSI analysis, strategy, and action plan are completed within the timeline. The assessment will involve a detailed literature review, refining study objectives, and preparing a methodology for data collection and analysis.
Key Responsibilities
Conduct a literature review to inform the study design and GYSI framework.
Refine study objectives and design approach in consultation with the project team.
Develop a detailed methodology, including data collection and analysis techniques, sampling framework, and data analysis plan.
Create data collection tools and a plan.
Recruit and train research assistants in consultation with Jhpiego.
Collect primary data in the field and participate in district-level entry meetings.
Analyze data and present findings through validation workshops.
Lead internal and external meetings to share key findings.
Deliver the final GYSI report and action plan.
Key Deliverables
Inception report outlining the methods and techniques for the assessment.
Approved research protocol and tools.
GYSI report in MS Word format.
PowerPoint slides summarizing key findings and recommendations.
Complete datasets.
Required Qualifications
Education: Post-graduate degree in public health, gender studies, or related field.
Experience: Minimum 5 years of relevant experience in gender and social inclusion.
Proven experience in gender analysis, barrier analysis, and using quantitative and qualitative research methods.
Expertise in conducting key informant interviews, focus groups, and data analysis in low-literacy settings.
Demonstrated ability to supervise research teams and ensure high-quality data collection.
Familiarity with USAID’s gender equality, youth, and social inclusion approaches.
Fluent in English and a local language.
Excellent written and verbal communication skills, including the ability to present findings.
Preferred Qualifications
Experience working in Uganda or similar settings.
Experience with the gender and social inclusion aspects of urban health systems.
Ability to work independently and meet deadlines.
