Dr. Theodore M. King, an early innovator and champion for women’s health, was the moving force behind the founding of Jhpiego, an affiliate of Johns Hopkins University. In the early 1970s, King recognized the need to make physicians, nurses and administrators from developing countries aware of reproductive health breakthroughs, such as laparoscopy (a procedure used to inspect internal reproductive organs for infertility or to provide contraception by closing off the fallopian tubes) and modern contraceptives. Originally known as the Johns Hopkins Program for International Education in Gynecology and Obstetrics, the organization was funded through the United States Agency for International Development (USAID). Under King’s leadership, as a founder, trustee and later president of Jhpiego for 14 years, the organization conducted a steady stream of programs throughout the developing world.

Position Overview:
The Finance Officer will provide essential financial support to Jhpiego's Country Office and associated programs in Uganda, ensuring smooth operations. This role will assist the Senior Finance Officer (SFO) in maintaining efficient accounting systems and procedures for cash management, vendor payments, budgeting, and expenditure tracking. The Finance Officer will ensure that project funds are managed in a cost- effective manner, maintaining strong internal controls, and ensuring compliance with USAID and Jhpiego policies. The position is based in Kampala.
Key Responsibilities:
• Review and verify invoices for accuracy, completeness, and proper documentation.
• Ensure that all expenditures are budgeted for and have received the necessary approvals.
• Conduct timely tax registration validation and distribute withholding tax certificates as needed.
• Process payment vouchers, checks, and electronic funds transfers (EFT) promptly.
• Monitor and report on expenditures in accordance with approved budgets and work plans.
• Review and validate mobile money requests, ensuring accuracy of recipient details and activity involvement. Follow up on accounts receivable and ensure timely liquidation of staff advances.
• Analyse vehicle log sheets and reconcile fuel statements for project and hired vehicles.
• Maintain both physical and electronic filing systems for accounting documents, ensuring easy retrieval. Participate in work plan development, budgeting activities, and ongoing budget tracking.
• Assist in conducting financial and compliance reviews for program activities.
• Support internal audits, donor reviews, and external audits as required.
• Perform any additional duties assigned by the supervisor.

Education & Experience Requirements:
• Bachelor's degree in business administration, Commerce, Accounting, or a related field.
• At least 3 years of relevant experience in finance or accounting.
• Minimum Level 3 CPA (U) or equivalent qualification. Experience with donor-funded programs, preferably with USAID or CDC-funded projects.
• Knowledge of US government cost accounting standards and procurement procedures.
Key Competencies:
• Proficient in accounting software (e.g., QuickBooks), MS Office, and Excel.
• Strong attention to detail and accuracy.
• Ability to manage multiple tasks in a dynamic, fast-paced environment.
• Excellent interpersonal and teamwork skills.
• Strong verbal and written communication abilities.
