The USAID Feed the Future Uganda Institutional and Systems Strengthening (ISS) Activity is a five-year Activity implemented by DT Global International Development USA, Ltd. The goal of the Activity is for key national level Ministries Departments and Agencies (MDAs) and industry apex organisations (AOs) that are vital to driving inclusive agriculture- led economic growth to fulfil their mandate, leading to pathways to prosperity, improved resilience, and better nutrition for the people of Uganda. The purpose of the Activity is to improve the performance and structures of MDAs and IAOS
This purpose will be achieved through the following four objectives: (1) Improve the internal processes of selected MDAs and IAOs, making them more responsive to the needs of their consumers, members, and the general public, (2) Improve the policy framework that supports the functionality of selected MDAs and IAOS (3) Strengthen key capacity elements of select MDAs and IAOs to perform their mandates, and (4) Strengthen the "structures" or key vertical and horizontal linkages within, between and among institutions so that they work together more effectively to achieve their goals.
The ISS Finance Manager will actively participate in ensuring good financial health of the Activity. Responsibilities will include preparation and maintaining proper financial records and producing financial reports as per DT Global procedures and USAID regulations. The Finance Manager will support the Activity in ensuring it abides by all relevant DT Global and USAID policies

Financial Planning and Analysis: Develop and implement financial plans, budgets, and forecasts in alignment with organizational goals and objectives. Analyze financial data, trends, and performance metrics to provide insights and recommendations for strategic decision-making.
Financial Reporting: Prepare and present accurate and timely financial reports, including income statements, balance sheets, cash flow statements, and variance analysis. Ensure compliance with accounting principles, regulations, and reporting standards.
Financial Management: Oversee day-to-day financial operations, including accounts payable, accounts receivable, payroll, and treasury functions. Monitor cash flow, liquidity, and working capital to optimize financial performance and mitigate risks.
Budget Management: Manage the budgeting process, monitor budget variances, and implement cost control measures to achieve financial targets and objectives. Provide guidance and support to departmental managers in budget planning and expenditure tracking.
Financial Risk Management: Identify, assess, and manage financial risks, such as market risks, credit risks, and operational risks. Develop risk mitigation strategies and internal controls to safeguard assets and ensure compliance with regulations.
Financial Compliance: Ensure compliance with relevant laws, regulations, and accounting standards, including GAAP (Generally Accepted Accounting Principles) and IFRS (International Financial Reporting Standards). Coordinate financial audits and liaise with external auditors as needed.
Tax Planning and Compliance: Manage tax planning strategies to optimize tax efficiency and minimize tax liabilities. Ensure compliance with tax laws and regulations, including timely filing of tax returns and payments.
Financial Systems and Processes: Evaluate, implement, and maintain financial systems, software, and processes to streamline operations, improve efficiency, and enhance data accuracy. Train staff on the use of financial systems and tools.
Financial Modeling: Develop financial models and scenarios to support strategic planning, investment decisions, and business initiatives. Conduct sensitivity analysis and scenario planning to assess potential outcomes and risks.
Stakeholder Relations: Build and maintain relationships with internal stakeholders, including senior management, department heads, and board members. Provide financial insights and recommendations to support decision-making and performance management.
Team Leadership: Lead and motivate a team of finance professionals, including accountants, analysts, and clerks. Set performance goals, provide coaching and feedback, and foster a culture of collaboration and accountability.
Continuous Improvement: Identify opportunities for process improvements, automation, and efficiency gains in financial operations. Implement best practices and standards to enhance the effectiveness and scalability of finance functions.
Strategic Financial Initiatives: Support strategic initiatives, mergers and acquisitions, and capital investment decisions through financial analysis, due diligence, and risk assessment. Participate in strategic planning sessions and provide financial insights to support business growth.
External Relations: Represent the organization in financial matters with external stakeholders, such as investors, lenders, regulatory agencies, and industry associations. Maintain strong relationships with external partners and stakeholders.
Ethical Conduct: Uphold ethical standards and integrity in all financial activities and transactions. Ensure transparency, fairness, and accountability in financial reporting and decision-making processes.

Education: Bachelor's degree in finance, accounting, economics, or a related field. Advanced degree (e.g., MBA, Master's in Finance) or professional certification (e.g., CPA, CFA) may be preferred.
Experience: Several years of progressive experience in finance or accounting roles, with demonstrated leadership and managerial experience. Experience in a similar industry or sector may be advantageous.
Financial Acumen: Strong financial acumen and analytical skills, with the ability to interpret financial data, analyze trends, and develop actionable insights. Knowledge of financial principles, practices, and regulations.

Technical Proficiency: Proficiency in financial software and systems, such as ERP (Enterprise Resource Planning) systems, financial modeling tools, and Microsoft Excel. Familiarity with data visualization and reporting tools may be beneficial.
Regulatory Knowledge: Understanding of relevant laws, regulations, and accounting standards governing financial reporting, taxation, and compliance. Knowledge of GAAP, IFRS, and tax laws.
Problem-Solving Abilities: Strong problem-solving and decision-making skills to address complex financial issues and challenges. Ability to anticipate risks, identify opportunities, and develop effective solutions.
