Job Description
The ET Consultant will work with the Digital Transformation team in Eastern and Southern Africa to support government clients in the design, implementation, and evaluation of digital development initiatives. This includes advising on regulatory frameworks, supporting digital ID programs, expanding broadband access, fostering digital skills, and promoting innovation and ICT sector growth. The role involves cross-sector collaboration and the use of digital technologies to transform service delivery across government functions.

How to Apply
Design and support implementation of digital development investment and policy reform programs.
Advise clients on legal and regulatory reforms for the digital economy.
Promote digital public infrastructure and services including digital ID.
Offer technical advice on ICT sector competition, investment, and innovation.
Support digitization of public administration and services.
Liaise with other sectors to embed digital solutions in agriculture, health, education, etc.
Conduct economic/financial analyses to inform digital project design and funding.
Prepare publications and best practice documentation.
Represent the Digital Development GP at events and with partners.
Education & Experience:
Master’s degree in telecommunications, engineering, computer science, law, economics, public policy, or a related field.
Minimum of 5 years of experience in digital economy or ICT project design, policy, or regulation.
Technical Skills:
Strong analytical and strategic thinking on digital transformation.
Proven experience in digital project delivery in developing countries.
Up-to-date knowledge on digital technology and business models.
Understanding of digital policy, platforms, and regulatory frameworks.
Soft Skills:
Excellent written and oral communication.
Strong client relationship and stakeholder engagement.
Effective collaboration and conflict resolution within teams.
Ability to manage tasks independently and deliver timely results.
Willingness to travel as needed.
Languages:
Proficiency in English (required).
Additional Assets:
Experience working in Africa, particularly in East and Southern Africa, is an added advantage.
