Ruzizi III Energy Limited (REL) is a Special Purpose Vehicle (SPV) registered in Rwanda to develop the Ruzizi III Regional Hydroelectric Project (206 MW)—a flagship Public-Private Partnership (PPP) that will supply power to Rwanda, Burundi, and the Democratic Republic of Congo (DRC). The project represents the first privately financed regional hydropower initiative in Sub-Saharan Africa to utilize a shared water resource across multiple nations.
REL is jointly sponsored by Industrial Promotion Services (IPS) and TotalEnergies, in partnership with the Contracting States (Rwanda, Burundi, and DRC). Once completed, Ruzizi III will be one of the region’s most impactful infrastructure projects, supporting sustainable energy generation and regional integration.

Job Description
Reporting to the Project Director, the Environmental and Social Director will lead REL’s E&S Department to design, implement, and monitor frameworks that ensure the project meets environmental sustainability and community impact standards. The position involves supervising consultants, managing environmental and social assessments (ESIA, RAP), and overseeing stakeholder engagement, land acquisition, and resettlement processes.
The Director will play a critical role in ensuring full regulatory compliance, managing environmental and social risks, and maintaining strong relationships with governments, lenders, and local communities. The role requires a seasoned professional with experience in large-scale infrastructure, hydropower, and projects funded by international development banks.

How to Apply
Leadership and Management:
Lead, expand, and manage REL’s Environmental and Social (E&S) Department and consultants.
Develop departmental work plans, budgets, and progress reports.
Support evaluation and negotiation processes with EPC contractors and related agreements.
Compliance and Risk Management:
Oversee the preparation and approval of all E&S studies including ESIA, RAP, and related reports.
Ensure the development and implementation of E&S management plans and monitoring frameworks.
Conduct risk assessments and ensure adherence to lender and regulatory standards.
Monitor and report on compliance with national laws and international environmental safeguards.
Land Acquisition and Community Engagement:
Lead land acquisition and resettlement processes, ensuring effective and fair RAP implementation.
Engage regularly with affected communities, local authorities, and other stakeholders.
Manage grievance redress mechanisms to ensure community concerns are addressed transparently.
External Relations and Stakeholder Management:
Represent REL in all E&S discussions with contracting states, authorities, lenders, and stakeholders.
Ensure effective communication, reporting, and relationship management with all external partners.
Build and maintain stakeholder trust through transparent and consistent engagement.
Monitoring and Reporting:
Prepare E&S performance reports for internal and external stakeholders.
Ensure continuous improvement in environmental performance, social inclusion, and risk mitigation
Education: Master’s degree in Environmental Management, Environmental Science, Environmental Engineering, or a related discipline.
Experience: Minimum of 20 years of experience in large-scale infrastructure or energy projects, with at least 10 years in senior leadership roles.
Proven expertise in hydropower projects and experience with development bank-funded initiatives.
Strong background in ESIA/RAP development and implementation, resettlement, and stakeholder engagement.
Demonstrated experience in managing environmental and social risks in complex, multi-country settings.
Excellent leadership, communication, and negotiation skills.
Strong analytical, computer, and reporting abilities.
Fluency in English; proficiency in French is an added advantage.
Preference will be given to qualified nationals from Rwanda, Burundi, or the Democratic Republic of Congo.
