About the Organisation
The Joint Clinical Research Centre (JCRC) is an autonomous organization that was established in 1991 as a limited liability not-for-profit joint venture between the Uganda Ministry of Health (MoH), Ministry of Defence and Makerere University Medical School (now Makerere College of Health Sciences). The Centre was established to respond to the HIV/AIDS challenge which was at the peak by that time. At its inception, the centre was supported by a grant from the Ugandan Government that was used to renovate the initial building that housed the JCRC offices at Bulange, Mengo and provided the basic equipment to start work.
JCRC pioneered the use of Anti-Retroviral Therapy (ART) in sub-Saharan Africa as early as 1992 through a research project to determine the lowest effective dose of Zidovudine. Thereafter, JCRC set up a network model to increase access to ART treatment in the country. This was a case study for the PEPFAR program culminating into the Centre becoming the first recipient of a 7-year USAID/PEPFAR grant to expand access to ART in Uganda. The Centre has undertaken several landmark research trials that have shaped HIV/AIDS policies/treatment guidelines worldwide.
Over the years, JCRC has continued to expand her services both in terms of services offered and geographical presence across Uganda.

Job Description
The DREAMS Program Officer will support the District health teams to comprehensively deliver the DREAMS package to Adolescent Girls and Young Women (AGYW) in the region.
Duties and Responsibilities
Take lead in, and provide overall oversight and coordination of implementation of DREAMS services at health facilities and community for the LPHS, Lango project.
Build the capacity of the District teams, Facility and community health workers to provide services on DREAMS initiative as per the National guidelines and Uganda DREAMS layering table.
Closely coordinate with Ministry of Health and roll out the implementation of DREAMS services
In collaboration with the M&E team, ensure that reporting and documentation of results from the DREAMS implementation is done timely and is of acceptable quality (ensuring accuracy and timeliness), ensuring timely updated of the DREAMS tracker
Support establishment of community and facility Quality
Improvement teams to support implementation of AGYW risk reduction plans
Provide technical assistance for DREAMS services through trainings and on-site mentorship activities using the national curriculum, guidelines and protocols
Work closely with the project M&E team to ensure regular updates of the DREAMS tracker and accurate and timely reporting.
Strengthen referral and linkages between health facility and community service delivery points for the identified AGYW
Strengthen coordination among other DREAM partners in the region Develop plans and budgets and submit quarterly, annual and ad hoc DREAMS progress reports
Represent the project at DREAMS meetings including Ministry of Health and USAID DREAMS technical working group activities.
Conduct operational research activities involving the project supported health facilities
Identify and document best practices
Perform any other duties assigned by the supervisor

Qualifications and Competencies
The ideal candidate for the Dreams Program Officer job placement should hold a Bachelor’s degree in Social Works and Social Administration, Public Health and or related discipline
At least three years’ work experience with DREAMS
Excellent communication and interpersonal skills coupled with project management abilities
Ability and willingness to travel within the supported Districts
