Muni University
Muni University (MU) is one of the Public Universities in Uganda. It was established by the Parliament of Uganda through Statutory Instrument No. 31 of 9th July 2013, in accordance with The Universities and Other Tertiary Institutions Act (2001) as amended.
The University is located on Muni Hill in Arua City, about 3 kms from the City Center. it is strategically located in a sub-region that is bordered by Democratic Republic of Congo on the West and South Sudan in the North. This positions the University uniquely in the sense that its programmes and activities stretch to both Democratic Republic of Congo and South Sudan.
Muni University is a unique institution which has adopted a blended learning approach to education focusing mainly on Entrepreneurial Technoscience with emphasis on ICT, Health, Science, Education, Climate-Smart Agriculture, Energy and Engineering.
The University currently offers undergraduate and post graduate programmes in the Faculty of Health Sciences, Faculty of Techno-Science, Faculty of Agriculture and Environmental Sciences, Faculty of Education, Faculty of Science, and Faculty of Management Sciences.
Administrative Support: Assist the Secretary or CEO in managing administrative functions such as scheduling meetings, coordinating travel arrangements, and handling correspondence. Act as a liaison between the Secretary's office and other departments or external stakeholders.
Policy Development and Implementation: Participate in the development, review, and implementation of policies, procedures, and strategic initiatives. Research and analyze relevant issues, prepare briefing materials, and provide recommendations to support decision-making processes.
Strategic Planning: Contribute to the development and execution of organizational strategies, goals, and objectives. Help identify priorities, allocate resources effectively, and monitor progress towards achieving key milestones.
Leadership and Supervision: Provide leadership and direction to staff within the Secretary's office or assigned departments. Supervise administrative personnel, delegate tasks, and ensure smooth operations of day-to-day activities.
Interdepartmental Coordination: Facilitate communication and collaboration between different departments, divisions, or units within the organization. Coordinate cross-functional projects, initiatives, and working groups to promote synergy and alignment.
Policy Analysis and Advice: Analyze complex policy issues, legislation, regulations, and emerging trends relevant to the organization's mission and objectives. Provide strategic advice, interpretation, and guidance to senior leadership on policy matters.
Decision Support: Support the Secretary or CEO in making informed decisions by providing timely and accurate information, analysis, and recommendations. Prepare reports, presentations, and briefings for internal meetings, board discussions, or external engagements.
Stakeholder Engagement: Represent the organization or Secretary's office in meetings, conferences, and forums with external stakeholders, government agencies, industry partners, and community groups. Build and maintain relationships to promote collaboration and advocacy efforts.
Risk Management: Identify potential risks, challenges, and opportunities that may impact the organization's operations or reputation. Develop strategies to mitigate risks, enhance resilience, and ensure compliance with regulatory requirements.
Performance Management: Monitor and evaluate the performance of programs, projects, and initiatives overseen by the Secretary's office. Track key performance indicators, assess outcomes, and recommend adjustments to enhance effectiveness and efficiency.
Confidentiality and Integrity: Maintain confidentiality of sensitive information and exercise discretion in handling confidential matters. Uphold ethical standards, integrity, and professionalism in all interactions and decision-making processes.
Succession Planning: Assist in succession planning and talent management initiatives within the organization. Identify potential leadership candidates, mentor emerging leaders, and support professional development opportunities.

Should have a PhD from a recognized University or Institution of higher learning and should be at the rank of a Professor or an Associate Professor in a higher institution of learning.
Demonstrated experience in teaching and learning, research and innovation and community outreach of not less than twelve (12) years in a recognized institution of higher learning.
Should have at least four (4) years of extensive knowledge and experience in Higher Education systems at the level of a Faculty Dean, Director or Principal or Deputy Director in a University or degree awarding institution and/or research institutions.
Should demonstrate a record as a tenured academic scholar through research and publications, with at least 20 publications in peer reviewed
1. The application letter should bear the title of the post and the reference number specified against the vacancy.
