Job Description
The Deputy Director, Program Advocacy and Communications, Africa – Economic Opportunity, will provide strategic and technical leadership to shape and implement the foundation’s economic advocacy agenda in Sub-Saharan Africa. This senior-level position will coordinate with global advocacy teams to localize strategies, develop partnerships, and drive policy change through effective collaboration with stakeholders including governments, private sector actors, regional institutions, and development agencies. The role includes direct oversight of advocacy staff based on the continent, ensuring regional expertise informs global efforts. The Deputy Director will lead grant portfolios, promote inclusive financial systems and digital infrastructure, and advocate for climate-smart agriculture and gender-responsive financial policies. This position reports to the Director, Policy, Government Relations and Partnerships, Africa, and is based in Nairobi, Kenya.
Duties, Roles and Responsibilities
Develop and implement regional economic advocacy strategies aligned with global goals
Work with global advocacy leaders in agriculture, climate, digital infrastructure, and gender equality
Oversee and support Africa-based advocacy staff
Lead advocacy for digital financial services, especially for women and rural populations
Promote digital public infrastructure and interoperable systems
Support agricultural and climate resilience policy development
Advocate for gender-responsive financial policies and increased access to credit for women
Foster partnerships with African governments, RECs, donors, and civil society
Manage and guide advocacy grants for maximum impact
Mobilize financing and promote investment in Africa’s economic sectors
Provide strategic leadership and mentoring to internal teams
Represent the foundation in high-level policy forums and discussions
Qualifications, Education and Competencies
Education:
Advanced degree in public policy, economics, agriculture, gender studies, or a related field
Experience:
15+ years of senior-level experience in economic development, financial inclusion, agriculture, or advocacy
Proven track record managing development programs in Sub-Saharan Africa
Strong experience with regional economic bodies and international development agencies
Expertise in stakeholder engagement, policy dialogue, and public-private partnerships
Competencies:
Exceptional leadership, strategic thinking, and analytical skills
Strong negotiation, communication, and diplomacy skills
Fluency in English required; French proficiency preferred
High cultural sensitivity and ability to work in diverse environments
Willingness to travel up to 30%
