Job Description
DEPARTMENT: Operations
JOB TITLE: Contract Officer - Midstream and Downstream (1 Vacancy)
REPORTS TO: Senior Procurement Officer - Business Units
JOB PURPOSE: To provide technical support for the timely execution of procurement processes in accordance with the procurement plan and relevant legal frameworks, ensuring the timely acquisition of goods and services.
Duties, Roles and Responsibilities
ESSENTIAL DUTIES:
Assist in preparing the Annual Procurement Plan for all UNOC business functions and its subsidiaries.
Support market surveys and assessment exercises using appropriate methodologies.
Regularly review specifications, terms of reference, and bills of quantities prepared by user departments, providing timely guidance and feedback to ensure compliance with the PPDA Act and other relevant regulations.
Ensure procurement requests align with the approved Procurement Plan.
Prepare advertisements for bid opportunities and bid invitations.
Draft bidding documents for various categories of supplies, services, and works, in line with relevant regulations.
Prepare and compile timely submissions for consideration and approval by the Contracts Committee.
Manage the issue, receipt, and opening of bids, expressions of interest, and proposals from bidders, potential service providers, contractors, and suppliers.
Organize pre-bid or pre-proposal meetings and negotiation sessions.
Support and coordinate the bid/proposal evaluation process by setting up meetings and generating reports.
Ensure timely implementation of Contracts Committee decisions.
Prepare purchase orders and facilitate necessary approvals.
Coordinate contract processing to ensure compliance with the Contracts Committee's award decisions.
Conduct contract performance reviews in a timely manner.
Maintain and archive records of the procurement and disposal process (including statements of requirements, bid documents, media placements, approved contracts, etc.).
Prepare relevant documentation to support the disposal process.
Prepare and submit reports as required.
Perform any other duties as assigned by the supervisor(s).
Qualifications, Education and Competencies
QUALIFICATIONS & EXPERIENCE:
Bachelor's degree (Hons) in Engineering, Procurement, Supply Chain Management, Economics, Business Administration with a focus on Procurement, or other related fields from a recognized university.
Postgraduate qualification (Diploma or CIPS Level II) is an added advantage.
At least 4 years of related experience in procurement within the Oil and Gas industry is essential.
Extensive knowledge of international business, supply chain management, and contracting management.
Comprehensive understanding of contracting laws and regulations.
In-depth understanding of oil exploration and production operations is essential.
SKILLS AND COMPETENCIES:
Proficient in bid coordination and bid management.
High degree of integrity and professionalism.
Working knowledge of PPDA procurement rules and procedures.
Strong record-keeping, report writing, communication, and presentation skills.
Ability to work efficiently under pressure and meet tight deadlines.
Excellent analytical and problem-solving skills.
Attention to detail and effective problem-solving abilities.
Ability to maintain confidentiality and a high standard of integrity.
Strong interpersonal skills and the ability to collaborate across all levels of the organization.
Commercial acumen.
