Action Against Hunger | ACF-International

Job Description

The main objective of this third-party monitoring initiative is to ensure routine, robust, unbiased, and comprehensive monitoring of the ENRICH program activities, particularly in Gubio, Kaga and Magumeri LGAs of Borno state implemented by BOWDI, YIPDI, SCI/EYN and Ministry of Health (MOH) where security challenge and limited access often hinder the direct oversight of project implemented by ACF. The consortium aims to obtain an independent perspective on the ENRICH project performance and monitoring through the provision of real- time and valuable insights and feedback that can enhance the effectiveness, efficiency, and quality of the intervention carried out by consortium partners implementing the project in hard to reach locations.

The proposed methodology should include, but not limited to, desk reviews of all project documents, observation and verification of hardware constructions at site; beneficiary satisfaction surveys; key informant interviews; client exit interviews; documentation of beneficiary case studies and; use of electronic equipment to confirm results and locations e.g. as per GPS. The proposal must also include descriptions of which key informants to be interviewed and, if relevant, the beneficiaries targeting approach. The third party monitoring methodology should be in line with the specific objectives above.
