The Chief of Party (COP) will provide overall leadership and managerial direction for the anticipated Uganda Social and Behavior Change (SBC) Activity. Fulfill the diverse managerial requirements of the Activity and have technical and management responsibility for all activities and personnel. Serve as the Activity’s primary representative to USAID/Uganda, Government of Uganda (GOU), other donors, and key stakeholders. Responsible for the smooth implementation of the Activity, and for effectively addressing problems and challenges that arise during performance. Responsible for timely and accurate delivery of all reports and other program products. Based in Kampala, this position is contingent on funder approval of key personnel and availability of funds.

Responsible for creating, promoting, and maintaining safe and equitable work environments for all personnel, including a harassment- and violence-free work culture, and systems for safeguarding project participants.
Provide overall leadership and expertise in the development and implementation of SBC approaches and interventions to address the behavior change needs of health (FP/RH, MNCAH, GHSA, malaria, HIV/AIDS, and other selected health areas) and other development sectors.
Provide leadership in collaboration, coordination, and communication between stakeholders within and outside of the health sector.
Lead the overall planning, implementation, and reporting of all interventions, in close coordination with the GOU and USG partners, as well as the achievement of Activity goals and objectives in a timely and cost-effective manner.
Ensure adherence to technical quality standards and donor guidelines, leveraging internal and external resources, as needed.
Oversee a team of senior technical and program management project staff and ensure strong communication and coordination with and between all team members.
Oversee/manage partnerships, ensuring strong coordination and collaboration.
Serve as the primary point of contact and collaboration for the team and in-country stakeholders, including USAID, implementation partners, GOU partners, and other key stakeholders.

Leads coordination of resources for ongoing activities across business units and addresses/resolves project issues.
Reports to FHI 360 Uganda Country Representative or FHI 360 Regional Director.
Education:
Bachelor’s Degree or its International Equivalent in public health, communication/behavior change, social sciences, international development, or a related field. Master’s Degree strongly preferred.
Project Management (PM) Certification preferred.
Experience:
12+ years of relevant experience (including 8+ years of line management) in the design, implementation, and management of SBC programs that are complex and strategic in nature and national in scope. Experience in Uganda and/or East Africa strongly preferred.
Familiarity with USAID rules, regulations, and policies, and related reporting requirements and funding parameters.
Demonstrated experience and understanding of SBC within and outside of the health sector.
Demonstrated leadership in convening diverse groups of stakeholders to gain commitment and action towards shared goals.
Demonstrated leadership skills, experience in building and maintaining productive working relationships with a wide network of institutional partners and stakeholders, including host governments.
Ability to work independently and manage a high-volume workflow.
Demonstrated experience in strategic planning, staff development and capacity strengthening.
Typical Physical Demands:
Typical office environment.
Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
Ability to sit and stand for extended periods of time.
Ability to lift/move up to 5 lbs.
Technology to be Used:
Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.
